About this file
This is a solicitation document for South Campus HVAC Upgrades issued by a North Carolina educational institution. The project encompasses furnishing all labor, materials, equipment, and services necessary for comprehensive HVAC system modernization. The work includes replacement of two aging chillers (31 and 24 years old) that serve the entire campus with a modular chiller solution designed to minimize construction disruption, replacement of original air handling units in buildings S201 and S202 that have exceeded their anticipated service life, conversion of pneumatic controls to direct digital controls throughout the system, and upgrade of the Building Automation System software to the college standard. The project is a repost of a previous solicitation, indicating the initial bidding process was unsuccessful or the project was re-evaluated.
The document provides specifications and technical requirements for bidders to develop comprehensive proposals for the HVAC system upgrades. Bidders must address the replacement scope, equipment specifications, installation methodologies, and timeline for system modernization while maintaining campus operations. The modular chiller design requirement reflects the owner's priority to limit disruption to ongoing campus activities during construction. Control system upgrades to direct digital controls and Building Automation System software standardization indicate the institution's commitment to improving operational efficiency and system management capabilities. Specific pricing terms, bid due dates, site visit requirements, bidder conference details, and award timelines are contained within the complete solicitation documentation.

SCOPE OF WORK
The work consists of furnishing all labor, materials, equipment, and services necessary for the construction of the project:
The existing HVAC equipment, as indicated in project documents, is at the end of its statistical life expectancy and has become maintenance intensive. This project will replace two aging chillers (31 and 24 years), which serve the entire campus, with a modular chiller solution to minimize general construction impact. The project will also replace both the S201 and adjacent S202 building air handling units that are original to the buildings and beyond anticipated life. Replace remaining pneumatic controls, which are no longer well supported, will be replaced with direct digital controls. The Building Automation System software will also be upgraded to the College standard to enhance operation of the system.
Replacement of the existing chillers with a modular high efficiency chiller will provide significantly better energy efficiency for the campus, add redundancy by having three 80-ton modular machines and lowering maintenance costs. An alternate is included which would add heat recovery to the new chiller and supply all hot water needed for dehumidification control instead of using natural gas boilers. Replacement of the air handlers will provide improved air quality within the spaces.
Replacement of pneumatic controls and the building automation system software will provide better control and monitoring of the system.

1. Steel Pipe Joints: (2" and smaller): Thread pipe with tapered pipe threads in accordance with ANSI B2.1. Cut threads full and clean using sharp dies. Ream threaded ends to remove burrs and restore full inside diameter. Apply pipe joint lubricant or sealant suitable for the service for which the pipe is intended on the male threads at each joint and tighten joint to leave not more than 3 threads exposed.
2. Pipe Larger Than 2": Weld pipe joints in accordance with ASME Code for Pressure
Piping, B31.
B. Weld pipe joints of exterior water service pipe in accordance with AWWA C206.
C. Install flanges on all valves, apparatus, and equipment. Weld pipe flanges to pipe ends in accordance with ASME B31.1.0 Code for Pressure Piping. Clean flange faces and install gaskets. Tighten bolts to torque specified by manufacturer of flange and flange bolts, to provide uniform compression of gaskets.
D. Thoroughly clean tube surface and inside surface of the cup of the fittings, using very fine emery cloth, prior to making soldered or brazed joints. Wipe tube and fittings clean and apply flux. Flux shall not be used as the sole means for cleaning tube and fitting surfaces.
E. Joints for other piping materials are specified within the respective piping system sections.
F. Weld pipe joints in accordance with ANSI B31. Weld pipe joints in accordance with recognized industry practice and as follows:
G. Weld pipe joints only when ambient temperature is above 0F (-18C) where possible.
H. Bevel pipe ends at a 37.5 degree angle where possible, smooth rough cuts, and clean to remove slag, metal particles and dirt.
I. Install welding rings for buttwelded joints.
J. Use pipe clamps or tack-weld joints with 1" long welds; 4 welds for pipe sizes to 10", 8 welds for pipe sizes 12" to 20".
K. Build up welds with stringer-bead pass, followed by hot pass, followed by cover or filler pass.
Eliminate valleys at center and edges of each weld. Weld by procedures which will ensure elimination of unsound or unfused metal, cracks, oxidation, blow-holes and non-metallic inclusions.
PIPE AND PIPE FITTINGS 23 00 60 - 5
L. Do not weld-out piping system imperfections by tack-welding procedures; refabricate to comply with requirements.
M. At installer's option, install forged branch-connection fittings wherever branch pipe is indicated;
or install regular "T" fitting.
N. Flanged Joints: Match flanges within piping system, and at connections with valves and equipment. Clean flange faces and install gaskets. Tighten bolts to provide uniform compression of gaskets.
