The project involves repairs to the boat launching facility including relocation of the dock slide mechanism, demolition and removal of steel materials, and placement of riprap and grout. The riprap stockpile is located approximately 1.4 miles upstream from Hell Canyon Dam. Camping may be allowed for crews on an adjacent Forest Service property with approval. Work hours are limited to Monday through Friday from 5:30 a.m. to 7 p.m. unless otherwise approved. Cutting and grinding will require a waiver and adherence to specified fire safety conditions. Pre-Bid Inquiries (PBI’s) for Contract Bidding

PBI-010

Question:Does the Forest Service furnish a waste site for the brush removed from the dock slide mechanism?

Answer: No, the contractor must haul away and dispose.

PBI-011

Question: There is steel materials, jersey barriers and other materials specified for removal and demolition. Does the Forest Service want salvage on them?

Answer: No. Contractor shall dispose off off-site. Any salvageable materials become contractor property.

PBI-012

Question: Can work be done 7 days a week?

Answer: Section H-17 of the solicitation limits construction activities to 5:30 a.m. to 7:00 p.m., Monday through Friday, unless other hours are approved in writing by the CO.

PBI-013

Question: What fire protection and limitations will be in place? Some grinding and/or cutting may be required in the steel fitting on the dock slide.

Answer: If fire protection levels are elevated and in place during the project, a waiver to do cutting and grinding will be required and will require conditions to be met. Since adequate water is available on site, a pump and hose set up and on standby during cutting and grinding operations, along with fire extinguisher, shovel and adequate personnel monitoring operations would normally be the conditions required for the waiver.

PBI-014

Question: How does contractor shut off power to the dock slide to do the relocation work on the panel/pedestal, and the electrical demolition work required?

Answer: Forest Service will coordinate shutting off the poser as required.

PBI-015

Question:Compaction on 2:1 slope behind the gabion wall to required 95% density, and proctor tests as shown on the plans will be impractical.

Answer: Agree. COR will work with contractor to establish procedure that will give equivalent performance, without testing required.

This will include wetting of fill material and mechanical compaction in 6 to 8 inch, lifts. Procedure will be modified as needed based on material encountered, such as coarse rock fill or granular soil. No laboratory testing (proctor) will be required.

PBI-016

Question: Is camping available in the area for crews?

Answer: Forest service does not have developed or dispersed camping sites available in the area. Idaho Power has camping areas available near/in Oxbow. Contractor will be responsible for any reservation, fees, and coordination with Idaho Power for the use of their campsites.

There is an operations yard used by the Forest Service available immediately adjacent to the Visitor Center and the construction work area that may be used for camping with written approval of Contracting Officer and District Ranger. Access to this area is from the visitor center parking lot, with a steep access road at the westerly end of the lot. Camping conditions will include no open fires, no dogs or pets, and limitations on noise and traffic. No utilities of any kind are available at the site.

This area may be used for Contractor parking, storage, and contractor staging for the project also. Some moving and re-arranging of stored materials and equipment on the site may be required to utilize the site.

PBI-017

Question: Discussion of sequencing of grout. Can riprap fill be placed prior to grout?

Answer: Yes, the sequencing and method of placing the riprap fill and grout is open for contractor technical approach and proposal.

The technical approach to this project is critical in successfully planning and executing the project. Evaluation of the technical approach in their proosal will be a major part of the contractor selection for this project.

PBI-018

Question:Where is the riprap stockpile for the project?

Answer: The riprap is stockpiled on the right hand side of the Hell Canyon Dam road approximately 1.4 miles upstream from the dam.

The stockpile site was visited during the pre-bid conference.

PBI-019

Question: Can the contractor re-use gabion rock to re-fill the new baskets?

Answer: Yes, and additional rock can be sorted from the rip rap stockpile. The intention is not to furnish commercial material.
