Pre-Bid Inquiries (PBI’s) for Contract Bidding

PBI-001

Question:Who is responsible for turbidity monitoring on the project?

Answer: Turbidity monitoring will be responsibility of Government.

PBI-002

Question: Are the steel stairs on the Boat Dock required to be galvanized?

Answer: Yes. See Revision 001.

PBI-003

Question: What is the estimated volume of grout for under the launch ramp?

Answer: The engineers calculations for this project estimated 30 cubic yards of grout.

PBI-004

Question: Is potable water and electrical power available for contractors use?

Answer: Potable water is not available on site. Low capacity 120 volt power supply is available at the boat ramp site, but contractor will need to modify existing platform lift circuit (to be removed as part of the demolition on the project) for temporary power use if desired. Any temporary power arrangements will be required to be removed at project completion.

PBI-005

Question: What is the applicability of biobased oils on the project?

Answer: Environmentally compatible hydraulic fluid shall be used in equipment operated in or adjacent to the water.

PBI-006

Question: Are divers required for this project?

Answer: The contractor can propose the method of accomplishing the work that meets the specifications. The work is not required to be performed by divers, but we have anticipated that diving services will be required in placing the grout bags, turbidity curtain, and similar underwater improvements.

PBI-007

Question: What is the turbidity curtain, and is it required.

Answer: Technical specification 901.06 and 901.07 give requirements for turbidity curtain. Turbidity curtain will be required to contain any grout, debris and materials used in the under ramp repair, unless alternative technical proposal demonstrates a comparable level of protection from an alternative arrangement. The turbidity curtain will not be required for the riprap placement portion of the work.

PBI-008

Question: How important is the technical approach in this proposal?

Answer: The technical approach to this project is critical in successfully planning and executing the project. Evaluation of the technical approach will be a major part of the contractor selection for this project. Please review Sections L and M of the solicitation.

PBI-009

Question: Where is the riprap stockpile for the project.

Answer: The riprap is stockpiled on the right hand side of the Hell Canyon Dam road approximately 1.4 miles upstream from the dam.
