SCNF Aerial Application IDIQ solicitation

The purpose of this amendment is to answer questions as follows:

Q: The solicitation states the government may provide herbicide, seed, straw, etc. The solicitation also states there may be task orders which require the contractor to provide these materials. The "maximum price" per unit to be submitted in section B.2, should this be for fly price only or should we submit application pricing plus material applied

(herbicide, seed, straw, etc)?

A: As stated in Amendment 1 - The maximum price offered should include ALL cost elements.

Some of these cost elements may include materials, products and supplies such as biological control agents, herbicide, seed, mulch or fertilizer at market rates, etc.

Q: Line item 3 on the schedule of items, "Biological Control Agent Distribution, Containerized." The price is for each "Flight"

Please describe?

A: Salmon-Challis National Forest has decided to remove the this line item from this solicitation.

B.2 Schedule of Items has been replaced in its entirety to reflect this change. See amendment 1.

Liquid or pelleted biological control agents remain in the solicitation and depending on the individual task order, may be furnished by the

Contractor or by the Government. The unit of measure for each line item under B.2 is now price per acre.

Q: If a bidder chooses to not bid a specific line item, it this permissible?

A: Per changes made in amendment 1, at a minimum, offerors must price on herbicide application and seeding to be considered for contract award (refer to Amendment 1, Section

B.2). Please price for those other items on which you are willing to perform (refer to

Amendment 1, Section B.2). For those line items on which you cannot perform, please specify those items rather than leaving them blank.

Q: I assume when a Task Order is sent out to all

IDIQ awardees, that if we have other conflicting work that would make us unable to meet the required schedule, we can not bid that specific task order.

A: That is correct. A recommendation would be to notify the Contracting Officer as to why you cannot bid on a task order.

Q: Are bidders required to submit a price for the sample task order at the back of the solicitation?

A: No. This sample task order was provided for example purposes only.

Q: The 95 percent performance guarantee is applicable to herbicide application. The same standard would not be applicable for line items like straw mulching. Is that correct?

A: Neither interpretation is correct. These type of specifications will be in the task order requests. Salmon-Challis National Forest typically specifies that Contractors must make a good faith effort to cover 95% of a work area, exclusive of identified and excluded embedded areas such as sensitive sites (e.g. rare plant populations or wetlands) or sites that are not applicable to the work being performed (e.g.

barren areas, such as cliffs or talus, or conifer patches). Again, individual task orders will specify the rate at which product or materials are to be applied (e.g. pounds of seed mix/acre, pounds of bone meal/acre, percent mulch covering bare ground, or herbicide application rates, etc.).

Period of Performance: 05/01/2020 to 04/30/2025
