Amendment 1 Aerial IDIQ Salmon-Challis National Forest
The following questions and answers were provided during the pre-proposal conference:
Question: Section B.1.3 Total Contract Value currently states the contract shall not exceed $5,000,000. Could that be adjusted at a later date?
Answer: If all IDIQ contractors agree, this could potentially be adjusted via modification; however, at this time the potential need per year is to not exceed $1,000,000 per year.
Question: [In reference to ] Section B.3 Pricing Structure states "Contractor should take into account all cost elements" Should an Offeror’s maximum price offered on the master contract B.2 Schedule of Items reflect any potential products or supplies that the Contractor may be required to supply by Task Order such as biological control agents, herbicide, seed mulch and fertilizer? Or should the maximum price offered just be for the application?
Answer: The maximum price offered should include ALL cost elements. Some of these cost elements may include materials, products and supplies such as biological control agents, herbicide, seed, mulch or fertilizer at market rates, etc.
Question: Is mobilization a separate line item?
Answer: No
Question: Section B.2 Schedule of Items is requesting maximum pricing. So how will our prices be evaluated?
Answer: Price is considered equal to all other evaluation factors listed in Section L and M. All prices will not only be compared to our Independent Government Estimate, but will also need to be considered fair and reasonable in accordance with the reasonable price guidelines in FAR 15.404-1(b) as stated in FAR 19.202-6 Determination of Fair Market Price.
Question: Most erosion control companies do not own their own helicopters. So what do we need to provide for licensing requirements?
Answer: All licensing shall be provided in the proposal in order to be considered for award. Also please refer to Section I.4 FAR 52.219-14 to ensure compliance of this clause.
Question: Does this project includes Idaho and Utah?
Answer: No. Just the Salmon-Challis National Forest (Lemhi, Custer, Butte counties)
Question: Is it safe to assume the Government will provide mulch and seeding for task orders?
Answer: No.
Question: Section C. 6 Equipment Requirement requires contractors to “provide evidence of federally required aircraft maintenance.” So would traditional standard documents of our aircraft maintnenace records be sufficient?
Answer: Per industry insurance standards, it is required that all aircraft maintenance records are current. We do not need copies of your entire book; however, it is critical for us to see the most recent aircraft maintenance record.
Therefore, please refer to Section C.6 for updated information.
Question: How will Section E Inspection and Acceptance be applied?
Answer: Generally the Contractor’s Quality Control Plan will be reviewed and approved by the COR. Once approved the COR will ensure the Contractor is complying with this plan. Please refer to Sections E.2, L.3.1.1 and M for updated information.
Question Q: Is this project part of the Region 4 Burned Area Emergency Rehabilitation IDIQ contract?
Answer A: No, that is a separate procurement. Refer to Section C of this solicitation for the scope of this project.
Question: Should an Offeror’s maximum price offered reflect potential materials, products or supplies that the Contractor may be required to supply by Task Order such as biological control agents, herbicide, seed, mulch and fertilizer?
Answer: Yes. Refer to Section B.2 and Section C.1.
Question: Considering all the variables to take into account when estimating cost, how should an Offeror calculate a reasonably accurate maximum price without having the specifics of a particular task order?
Answer: Refer to Section B.2 Base Year and Option Years by line item. Note that each line item is calculated based on a per acre cost. While the specifics of a task order under an IDIQ contract are unknown, the basic unit of measure is known.
Discussion Points:
Section H. 6 states the following “The Contractor shall be aware of and abide by the Salmon-Challis National Forest use regulations (Exhibit 7) However, since there was no exhibit 7 applicable to this solicitation, please refer to the attachment 1 - Salmon-Challis National Forest Use Regulations.
Salmon-Challis National Forest has decided to remove the application of containerized biological control agents from this solicitation. B.2 Schedule of Items has been replaced in its entirety to reflect this change. Liquid or pelleted biological control agents remain in the solicitation and, depending on the individual task order, may be furnished by the Contractor or by the Government.
The following sections shall be replaced in its entirety as follows:
B.2 – SCHEDULE OF ITEMS
This Indefinite-Delivery Indefinite Quantity (IDIQ) (Task Ordering) Contract is for aerial survey/inventorying/monitoring of invasive plant species infestations, application of biological control agents or herbicides to invasive plant infestations or to provide rehabilitation/restoration services by applying soil amendments (e.g. fertilizer) mulch, and/or seed for the Salmon-Challis National Forest. This contract complies with the procedures of FAR Part 15, “Contracting by Negotiations.”
Under this Indefinite-Delivery/Indefinite Quantity Contract, only approved Contractors are eligible to compete for the task orders issued for the line items listed below. Contractors will not be required to propose on every solicitation, particularly, if they have reached their maximum dollar limit in accordance with FAR 52.216-19, Order Limitations (OCT 1995) and Contract Provision Number G- 1, Ordering Procedure.
The solicitations for the task orders will provide the specifications required in order for a Contractor to respond with an offer. The award selection for the task orders will be based on the most reasonable competitive pricing offers and on the Contractor’s past performance on prior task orders awarded under this contract (When no prior task orders have been awarded that equals a neutral rating for past performance).
The period of performance is one base-year with four (4) option-years, starting on the effective date of May 1, 2020 through April 30, 2025.
As shown below, the pricing for each of the four years, is based on the maximum pricing amounts or ceilings approved for this contract. Contractors will not be allowed to exceed their maximum pricing listed in the schedules below for any task order awarded through this IDIQ contract.
While it is required to submit pricing on herbicide application and seeding, it is not required to submit pricing on all other items. Offerors shall submit pricing on herbicide application, seeding, those other items in which they can perform, and then specify the line items that they cannot perform.
Pricing should reflect the Contractor providing all equipment, labor, material and supplies to perform the services associated with the individual line items for the base year and each option year.
(Note: Please price on Herbicide Application and Seeding as a minimum and those other items in which you can perform. Pricing shall be submitted to the nearest dollar.)
