Question for Solicitation # 12024B19R9007

1. Under minimum requirements it lists a quantity of 3 for both VHF-AM and VHF-FM radios however, in C-8 contractor furnished avionics systems in all categories the most additional avionics listed is Air Tactical Aircraft – Type 1 and that is (A) Two (2) VHF-AM Radios (COM 1 & COM 2), (B) Two (2) VHF-FM Radios (FM 1 & FM 2) and (C) One (1) Auxiliary FM system (AUX FM). Could you please explain and highlight or point out where the 3rd VHF-AM radio requirement is listed or confirm that the requirement is for only 2 VHF-AM radios and 3 VHF-FM radios?

Paragraph B-14 reflects the government’s minimum contract requirements, within that paragraph the boxes are check for 3 FM and 3 AM radios. This is the requirement.

2. Can you confirm that the RFP is under NAICS code 481212 and not 481211.

The NAICS code 481212

3. We saw on page 14 under the minimum requirements that Two ACS-296, or equivalent, Audio Indicator Panels were required. However, on page 25-26 under the Air Tactical Aircraft (i) Type 1, that the ACS-296 is not listed under Type 1. It has been our understanding that the ACS-296 Audio Indicator Panels were a requirement for contracts in California. So our question is, are the ACS-296 required for all the regions being presented in this solicitation?

Yes, ACS-296 is required for all regions reflected within the solicitation.

4. Can you provide previous hours flown by location or an estimate for annual hours per location?

This is a new requirement therefore there are no previous known hours for the locations.

5. Is there a minimum number of personnel required on-site aside from the PIC and the relief pilot (available on call)?

The only required personnel on-site is the PIC.

6. If an aircraft is currently not listed on an operator’s 135 operations specifications and/or operations manual, can a statement be provided that outlines the current status and ensures approval prior to the contract start date?

The aircraft must be on the Operator’s 135 Operations Specification at time of offering.

7. On the offeror's copy page, item #3 says to provide one copy of the business proposal and 2 copies of the technical proposal. All of the information on the business and technical proposals shall be provided vis USB thumb drives.

On page 89 it says 1 copy of the business proposal and 2 copies of the technical. All information on your technical proposal shall be provided via a thumb drive.

So my question is, how many thumb drives do we submit? Do we put the business proposal on 1 thumb drive and the technical proposal on 2 thumb drives? Or does the entire proposal go on 1 thumb drive. We just want to be sure we submit the correct amount of thumb drives.

The preference is Business Proposal on 1 thumb drive and the technical on 2 thumb drives.

8. On page 90 under the Aircraft Technical Assessment section, paragraph (a), it says...a detailed description of the aircraft's capability with supporting documentation that clearly shows the aircraft meets the aircraft minimum performance requirements of B-14.

Should that say B-4? instead of B-14

Yes, it should refer to the performance requirements listed in B-4

9. In B-14 there is listed the requirement Automatic Dependent Surveillance-Broadcast (ADS-B) system “In” & “Out” (2020 Requirement), however ADS-B system “In” & “Out” is not a 2020 requirement, the 2020 requirement is for ADS-B “out” only. Can this requirement be changed to reflect the FAA requirement for 2020.

For enhanced Situational awareness, the requirement for ADS-B In will remain a requirement.

10. In B-14 there is listed the requirement for Radar Altimeter, however in most aircraft it is far more common, with the introduction of highly accurate GPS systems to find GPS Altitude used. Can the government alter it’s requirement to allow for Radar Altimeter or GPS Altitude?

The GPS Altitude does not replace the Situational Awareness that a Radar Altimeter provides during the mission. The requirement will remain as is.

11. Section C-5 (m) (3) – Can this requirement be waived for the 2019 portion of the contract? The lead time required to sign up and attend the manufacturer’s maintenance course is prohibitive from sending any of our mechanics to complete prior to the any of the 2019 MAP. Also, we have completed make and model specific engine training courses, will that satisfy the requirement in this section?

Waivers will not be given, companies may self-certify that there is in-house training and shall submit a letter of intent to have the mechanics attend a manufactures maintenance course prior to the 2020 Mandatory Availability Period.

12. Section C-8 (b)(5)(ii) – Will GPS altitude in conjunction with synthetic vision meet the requirement in this section or serve as an acceptable substitute for the 2019 MAP?

No, the requirement identified in C-8(b)(5)(ii) must be installed in the aircraft at time of offering and carding.
