E-2 EVALUATION - COMMERCIAL ITEMS (FAR 52.212-2) (OCT 2014) (Tailored), (d) Order of Importance is revised as follows:
(d) Order of Importance
An offer must be acceptable in order for the Offeror to be eligible for award. The Government will not award a contract on the basis of an unacceptable offer. However, the Government will not select an Offeror for award on the basis of a relatively superior capability without concern for the amount of its evaluated price. Other than acceptability, all evaluation factors other than cost or price, when combined, are approximately equal to price. However, the relative impacts that capability and evaluated price will have on the source selection decision will depend, in part, on the differences among the competing Offerors. In order of importance, the significance of the evaluation factors and subfactors are as follows:
1. Safety Management System Components
A. Safety Management System
a. All sub-criteria are of equal importance
B. Accident Rate
2. Aircraft Performance (HOGE-Non-Jettisonable)
3. Organizational Past Performance
4. Organizational Experience
1. Company Experience
2. Key Personnel Experience
a. All sub-criteria are of equal importance
Question received: #3 is updated, #6 is new
1. Are you looking for the Equipped Weight or HOGE payload in this space? We are only looking for the HOGE allowable.
2. Can you confirm that the payload you desire is non-jettisonable and should include the weight reduction and not a jettisonable payload where the weight reduction is not required? Load Calculation Allowable of 900lbs: We are asking for a HOGE non-jet allowable of 900lbs.
3. Can we bid with an aircraft we own or lease but is not on our 135 OPSPEC D085? It would be shortly after the BID due date and the weight would be at or under the bid weight for the contract? Aircraft needs to be on 135 certificate at time of award. You may bid an aircraft not on the 135 if you can provide proof of ownership or lease.
4. Would we need Portable Electronic Device approved as stated in the modification for section B-7 even if we had non removable EFB with training program ect? What is the purpose of having a PED training program ect if other means are approved for non removable items? Not a factor we are going to remove the PED requirement f via amendment
5. Can additional safety features be subtracted from the bid weight. Example, can the extra weight of
PolyCarb Bird resistant windows or stability augmentation systems (SAS) be subtracted. Asking because in the past the additional weight of dual hydraulic systems ( that added additional safety ) may have been able to be subtracted on equipped weight? No weight will be subtracted from the bid weight.
6. Regarding equipped weight, confirm if the external basket is required to be included in the equipped weight, or can it be shown on Form C as optional equipment? Shown on Form C, is acceptable.
