Questions from 12024B18R9107

1. I see on May 7th a Modification was posted. Was the modification just the RFP title (from ‘Region 1’ to ‘National’), or are there other changes I’m not seeing? yes.

2. The CLINS are titled “Aircraft Staffing”. Is each CLIN an individual pilot, or an individual aircraft?

Yes. If it’s individual aircraft, is there an associated pilot-to-aircraft ratio the government would like in order to ensure the aircraft is staffed every day (e.g. 1.5 pilots per aircraft)? No, we don’t expect the vendor to maintain a ratio, just make sure the aircraft is staffed.

3. The bottom row of each Option Year states to “Total All Base YR CLINS”. Can you provide guidance on which of the variables to use in the calculations (the different columns of ‘guaranteed days’ or the ‘optional use rate’ column x the )? Also, do we include one or both the $2M and/or $5M insurance under CLINS 1.I – 4.I in the total amount? For example: for the Total Amount - use the ‘Unit Price’ for the 1st column of guaranteed days X the number of days guaranteed. Then Sum all pilot CLINS -plus- include the $5M insurance quote. For the total sum, do include the insurance quote. For price evaluation each CLIN for the type of aircraft will be evaluated for reasonableness and that cost will be used for evaluation purpose. The total cost with insurance is for total budging requirements.

4. B.10 What happens if a pilot is ordered to duty for 12 days and as the result of Flight Hour & Duty Limits is forced to take a day off in the middle because they hit the 36 hrs in 6 days limit?

Since it’s policy-driven, is the forced day off still billable? Yes.

5. D.12 (1) Economic Price Adjustment. Is this section referring to Aircraft Insurance? And if so, should it reference CLINS 1.IA to 4.IA instead of 1.GA to 4.GA (trainee pilots)? For this solicitation Economic price adjustment does not apply. D12 will be reserved.

6. D.13 Please confirm Lodging and M&IE are always (not just during ‘Pilot Training’) the responsibility of the contractor and should be factored into the daily rate? Please see revised D13 in amendment 0001

7. D.14 (c) (3) (iv) – can you clarify ‘leave’? Is that only if a pilot is taking official personal vacation?

Referencing (c) (1) (iii) If they are in compliance with the set schedules established by the government and are traveling for their scheduled days off, confirm those travel days are billable? All leave listed in i-v is not “work” related leave.

8. E.4 (4) states the Government will evaluate the Key Personnel identified in C.20. I could not locate C.20. There is however, a Key Personnel section in D.20 but it only talks to no substitutions in the first 90 days. Can you elaborate on the basic Key Personnel requirement to be eligible for consideration? A table has been included in a revised D20 in amendment 0001.

9. Would there be consideration given to a contractor that could only provide service starting in 2019? Yes that is a possibility.

10. Due to the specialized nature of flying under this contract, considerable lead time would be needed for hiring and training. Would there be consideration given to a contractor that needed eight months notice prior to performance? Example: If you needed a Sherpa pilot starting June 1, 2019, we would need notification of this no later than Nov 1, 2018. Yes, as much notice as possible will be given to all considerations and needs.

11. Is it possible to bid on specific portions of this contract based on aircraft type (I.e. staffing for King Airs), or do you have to bid a complete solution to staff all of the listed aircraft types?

Bidding on separate items is okay.
