B.2 BACKGROUND
• The United States Forest Service (USFS) Fire and Aviation Management (FAM) has experienced a shortage in skilled agency pilots due to multiple factors. FAM plans to staff one or more aircraft with contract pilots during the Fire Year (defined as January 1 through December 31). Government owned or leased aircraft will be used for multiple missions including initial attack of wildland fires, large fire support, flight crew training, administrative, and other missions as deemed necessary to the USFS. Initial and annual pilot training will be directed by the USFS.
• The contractor shall provide the pilot capabilities necessary to meet the requirements of this solicitation and resulting contract in support of ordered CLINs. The contractor shall provide full time company employees (FTE) who are not sub-contracted, to satisfy the pilot personnel requirement. Relief personnel must be authorized by the Contracting Officer. The contractor
Solicitation No. 12024B18R9017 U.S. Forest Service shall plan for pilot(s) to travel with assigned aircraft to locations as determined by the Forest Service.
• Pilots required to staff CLINs 1.A through 4.A and 1.B through 4.B must have been previously qualified and current in the respective ASM and smokejumper mission within the past 3 years and have either 100 hours PIC time in fixed-wing airplanes during the preceding 12 months, or be able to comply with Forest Service Alternate Means of Compliance (AMOC).
• Pilots required to staff CLINs 1.C through 4.C, 1.D through 4.D, and 1.E and 4.E, will be proposed by the Contractor and Approved by the Government in accordance with the requirements of Paragraph B.3 (b).
• Pilot initial and recurrent training will be directed by the WO Pilot Standardization Branch.
Daily rate for mission qualified pilots ordered to training will be based on the rates in CLIN 1.E through 1.AE as applicable.
• Pilots not mission qualified may be ordered by the CO under CLIN 1.F through 1.FA as determined by the Government. Contract pilot trainees will be selected in accordance with the requirements of Paragraph B.3 (b). PICs assigned under these CLINs can serve as Second-In- Command (SIC) on aircraft that require a second in command pilot.
The Government’s intent is to foster a pilot training and succession process during the life of this contract. All pilots assigned under CLIN 1.F through 1.FA will be fully trained to mission proficiency in accordance with USFS approved training curricula (to include formal check rides) prior to assignment under an Aircraft Staffing CLIN. At the end of each syllabus or phase, the pilot will undergo an Equipment and / or Mission Verification Check Flight and Examination by the USFS and/or its delegates. Annual recurrent training and check flights will follow this model at the discretion of the USFS Washington Office (WO) Branch Chief, Pilot Standardization or designees.
