SECTION 901 — ABBREVIATIONS, ACRONYMS, AND TERMS

901.01 Terms, Organizations, and Standards

(a) Specification Terms. These specifications are generally written in the imperative mood. In sentences using the imperative mood, the subject “the Contractor,” is implied. Also implied in this language is “shall,” “shall be,” or similar words or phrases. In material specifications, the subject may also be the supplier, fabricator, or manufacturer supplying material, products, or equipment for use on the project. Wherever “directed,” “required,” “prescribed,” or similar words are used, the “direction,” “requirement,” or “order” of the CO is intended.

Similarly, wherever “approved”, “acceptable”,” suitable”, “satisfactory”, or similar words are used, they mean “approved by,” “acceptable to,” or “satisfactory to” the CO. The word “will” generally pertains to decisions or actions of the CO. Whenever in these specifications, or in other contract documents, the following terms (or pronouns in place of them) are used, the intent and meaning shall be interpreted as follows:

reference to a specific standard, test, testing method, or specification shall mean the latest published edition or amendment that is in effect at the solicitation issue date for the public works contracts.

SECTION 902 — DEFINITIONS

When the following terms, or pronouns in place of them, are used in these specifications or in other contract documents, the intent and meaning are as follows:

Base Course. The layer or layers of specified material of designed thickness placed on a trailbed to support surfacing.

Batter. A backward and upward slope of the face of a wall.

Berm. The ridge of material formed on the outer edge of the trail that projects higher than the tread.

Borrow. Suitable materials taken from approved sources designated on the drawings or on the ground, to be used for embankments and backfilling.

Bridge. A structure, including supports, erected over a depression or stream, and having a deck to carry traffic.

Catch Point. The outer limits of a trailway where the excavation and/or embankment intersect with the ground line.

Clearing Limit. The area over and beside the trail that is cleared of trees, limbs, and other obstructions.

Compacted. Consolidation that is obtained by tamping or rolling suitable material until no noticeable displacement of material is observed.

Contracting Officer (CO). An official of the Government with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the CO acting within the limits of their authority as delegated by the CO.

Danger Tree. An unstable tree 5 inches or greater in diameter at breast height that is likely to fall across the trail.

Designated on the Ground. The location of materials, work areas, and construction items, including lines and grades, marked on the ground with stakes, flagging, tags, or paint.

Drawings. Documents showing details for construction of a facility, including but not limited to straight-line diagrams, trail logs, standard drawings, construction logs, plan and profile sheets, cross-sections, diagrams, layouts, schematics, descriptive literature, and similar materials.

Duff. Organic material overlying rock or mineral soil.

Embankment. A structure of suitable material placed on the prepared ground surface and constructed to the trailbed elevation.

Excess Excavation. Material in the trailway in excess of that needed for construction of designed trailways.

Ford. A water-level stream crossing constructed to provide a level surface for safe traffic passage.

Full Bench. Trailbed constructed entirely on undisturbed material.

Grade. The vertical distance of ascent or descent of the trail expressed as a percentage of the horizontal distance.

Header Rock. Rock laid with the narrow end towards the face of the wall.

Inslope. Where the trail tread is sloped downward toward the backslope.

Mineral Soil. Soil or aggregate that is free from organic substances and contains no particles larger than 2 inches at their greatest dimension.

Outslope. Where the trail tread is sloped downward toward the embankment or daylight side of the trailway.

Sideslope. The natural slope of the ground, usually expressed as a percentage.

Slough. That material from the backslope or the area of the backslope that has raveled onto the trailbed.

Slump. Where the trailbed material has moved downward, causing a dip in the trail grade.

Special Project Specification. Specifications that detail the conditions and requirements peculiar to an individual project, including additions and revisions to the standard specifications.

Surfacing. Material placed on top of the trailbed that provides the desired tread.

Suitable Material. Rock that can be accommodated in the trail structure, and soil free of duff with a recognizable granular texture.

Switchback. A reverse in direction of trail grade with a level landing used to change elevation on a steep slope, usually involving special treatment of the approaches, barriers, and drainages.

Trailbed. The finished surface on which base course or surfacing may be constructed. For trails without surfacing the trailbed is the tread.

Trailway. The portion of the trail within the limits of the excavation and embankment.

Tread. The surface portion of the trail upon which traffic moves.

Turnout. A short section of extra trail width to provide for passage of trail users.

Waterbar. A structure used for turning water off the trail, usually made of logs or stones.

Water Courses. Any natural or constructed channel where water naturally flows or will collect and flow during spring runoff, rainstorms, etc.

SECTION 903 — INTENT OF CONTRACT

903.01 Intent. The intent is to provide for the completion of the project described in the contract. Furnish all labor, materials, equipment, tools, transportation, utilities, and supplies, and perform all work required to complete the project in accordance with drawings, specifications, and provisions of the contract.

Small to mid-size equipment such as mini-excavators and track haulers may be used to pioneer trail up to STA 17+63 (base of first metal stair) but will be prohibited above this point and in any areas below it where operation would result in undue impacts to soils, vegetation, and drainage. If equipment is being proposed for use, submit for approval a motorized equipment plan outlining types of equipment and locations for their use. This plan will be submitted and approved in 1000-foot segments in conjunction with Trail Segment Construction meetings as work progresses (see Section 912.05). Do not commence operations until the plan is approved. Use of helicopters in the project area is allowed.

SECTION 904 — MAINTENANCE FOR TRAFFIC

904.01 General. Before any suspension of work, take precautions necessary to prevent damage to the project, such as temporary detours, approaches, crossings, or intersections, and make provisions for drainage to minimize erosion.

The Raven Trail will be closed to the public during construction periods at the last Rest Area on Raven Trail phase 1B. Place a “Trail Closed” sign at this location, and also at the Sandy Beach Road trailhead stating, “Trail closed 1 mi. ahead”. Provide public service announcements on KFSK Radio informing the the public that the trail is closed, and also when the trail will be open.

SECTION 905 — CONTROL OF MATERIALS

905.01 Handling Materials. Transport and handle all materials to preserve their quality and fitness for the work.

Stockpile, load, and transport aggregates in a manner that will preserve specified gradation and avoid contamination.

Store materials to assure the preservation of their quality and fitness for the work. Locate stored materials to facilitate their prompt inspection. Arrangements for storage on other than designated sites are the responsibility of the contractor.

SECTION 906 — MEASUREMENT AND PAYMENT

906.01 General.

Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental and included in the payment of the PAY ITEMS in the SCHEDULE OF ITEMS.

When more than one class, size, or thickness is specified in the SCHEDULE OF ITEMS for any PAY ITEM, suffixes will be added to the item number to differentiate between the items.

906.02 Determination of Quantities. The following measurements and calculations are to be used to determine contract quantities for payment:

Measure – Mobilization as Lump Sum

Measure – Ditch in Linear Feet measured along the centerline of the ditch. Note: additional quantity of Ditch above that shown in the Trail Log has been added in order to account for additional quantity expected to be added during construction.

Measure – Solid Rock Removal in Linear Feet measured along the centerline of the finished trail. If Aggregate Surfacing is necessary to meet the specification it will be incidental to this pay item and no additional payment will be made.

Measure – Boulder Area in Linear Feet measured along the centerline of the finished trail. Aggregate Surfacing and Stone Pitching in Boulder Area Work Areas will be considered incidental to this pay item and no additional payment will be made.

Measure – Metal Staircase in Linear Feet measured along the centerline of the finished staircase. Pay Item includes construction of approaches, landings, retaining structures, etc. incidental to the construction of the Metal Stairs

Measure – Boardwalk Type A in Linear Feet measured along the centerline of the finished trail

Measure – Boardwalk Type B in Linear Feet measured along the centerline of the finished trail

Measure – Concrete Step Installation as Each

Measure – Stone Riser Step as Each

Measure – Stone Pitching in Linear Feet measured along the centerline of the finished trail

Measure – Drain Dip as Each

Measure – Stone Retaining Wall in Square Feet of exposed wall surface

Measure – Retaining Log as LF measured along the length of the log. Note that additional quantity of Retaining Log above that shown in the Trail Log has been added to account for additional quantity expected to be added during construction.

Measure – Sign Posts as Each

Measure – Demolition and Removal or Recycling of Trail Structures as Lump Sum

Measure – Laborer Work Hours as Each hour

Measure – Stockpiled Trail Aggregate in Cubic Yards

Measure – Step Stone as Each

Measure – (Option Item #4) Rest Areas 1 & 4 and sign 3 installation as Lump Sum. Work includes all related to the Rest Area – Aggregate Surfacing, Benches, Concrete Steps, Retainer and Bench Stones, Aproach trail, Deck, etc.

Measure – (Option Item #5) Rest Area 3, and sign 4 installation as Lump Sum. Work includes all related to the Rest Area – Aggregate Surfacing, Benches, Retainer and Bench Stones, Retaining Logs, etc..

Manufacturer’s tolerances will be accepted unless controlled by tolerances in the cited specifications.

906.03 Units of Measurement.

Payment will be made by units defined and determined according to standard measure and by the following:

(a) Each (EA). One complete unit, which may consist of one or more parts.

(b) Lump Sum (LS). The quantities that denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.

(c) Linear Feet (LF). Measurement in feet taken along the centerline of the trail and parallel to the finished grade.

(d) Square Feet (SF). Measurement taken by determining surface area.

906.04 Methods of Measurement.

One of the following methods of measurement for determining final payment is DESIGNATED ON THE SCHEDULE OF ITEMS for each PAY ITEM:

(a) Actual Quantities (AQ). These quantities are determined from measurement of completed work or certified receipts.

(b) Lump Sum (LS). These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.

SECTION 907 — QUALITY ASSURANCE AND AND QUANTITY MEASUREMENT

DESCRIPTION

907.01 Work. Work consists of providing certification that the quality and quantity of construction conform to the drawings, specifications, and requirements of the contract.

CONSTRUCTION MEETINGS AND APPROVALS

907.02 Scheduling

For all meetings and coordination listed below and elsewhere in the Specifications, provide 5 day notice of proposed schedule so the Government may coordinate response.

907.03 Trail Segment Construction Meetings.

Prior to beginning excavation and embankment activities for each 1000 feet long trail segment, hold an on-the-ground meeting with the Government Representative to discuss particulars such as alignment, grading, drainage, waste disposal, and any other construction issues.

907.04 Aggregate Surfacing and Bedding Subgrade Approval and Drain Dips.

For Aggregate Surfacing and trail types that require bedding, obtain Government inspection and approval after subgrade preparation is complete and before placement of aggregate or bedding. Do not place aggregate until subgrade is approved.

Within Aggregate Surfacing work area, after subgrade preparation, stake proposed locations of Drain Dips where needed to accommodate surface or subsurface drainage. These drain dips will be in addition to those shown on the trail log. Obtain government approval of additional drain dip locations.

907.05 Staking for Approval

Where staking for approval is indicated, provide a location stake for item in question with description written on it, and notify Government for review and approval within 5 working days. Items to be staked for approval are:

- Signs

- Corners of Rest Areas

- Top and bottom of Metal Stairs. Stake after clearing/grubbing to fit actual site conditions.

907.06 Observation of Rest Area #4 Piling Installation

Notify the Government so inspectors can observe the installation of the pipe piling.

907.07 Approval of Recycled Decking Material

See Specifications Section 913

907.08 Representative Samples.

At approved locations, prepare 10’ representative samples of each type of construction in this contract (example;

10 LF of Aggregate Surfacing, 10 LF or Concrete Steps, etc), Obtain review of the representative samples, correct any deficiencies, and obtain final approval before proceeding with any other work of that type. When

Special Project Specifications: Raven Trail Reconstruction Phase 2 February 20, 2019 accepted, the sample will be incorporated into the work. The representative samples will serve as a standard of workmanship and materials for other work on the project.

907.09 Operator Qualifications.

Where equipment use is authorized, the Contractor’s equipment operators must be journeyman operators and shall display substantial skill to properly perform the necessary work in a quality manner. The Government will require the Contractor to replace any operator who is, in the opinion of the Government, lacking in this requirement.

CONSTRUCTION

907.10 Certification and Measurements

(a) Offsite-Produced Materials and Submittals. Furnish signed certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite-produced materials incorporated in the work meet applicable requirements. Furnish a certificate for each commodity or invoice. Examples are framing hardware and connectors, manufacturer’s wood treatment certification, certification of lumber grade, aluminum materials, aggregate gradation, benches, etc..

(b) Quantity Measurements. Submit quantities to the CO for periodic progress payments, and the CO will compute payments. Quantities are subject to verification.

MEASUREMENT

907.11 Method. There will be no separate measurement for this item.

PAYMENT

907.12 Basis. Payment will be considered incidental to other pay items in this contract.

SECTION 908 — MOBILIZATION

908.01 Work. This work consists of moving personnel, equipment, material and incidentals to the project and performing all work necessary before beginning work at the project site. Mobilization includes the costs associated with obtaining permits, insurance, and bonds. Mobilization is not intended to pay for the costs of materials before they are used on the project site.

MEASUREMENT

908.02 Method. Measure in accordance with Section 906.

PAYMENT

908.03 Basis. Pay for the accepted work at the contract unit price for the PAY ITEM SHOWN IN THE

SCHEDULE OF ITEMS.

Make progress payments for mobilization as follows:

(a) When 5 percent or more of the original contract amount is earned from other PAY ITEMS, pay mobilization at the rate of 50 percent, or up to 5 percent of the original contract amount, whichever is less.

(b) When 10 percent or more of the original contract amount is earned from other PAY ITEMS, pay mobilization at the rate of 100 percent, or up to 10 percent of the original contract amount, whichever is less.

(c) Pay any unpaid amount for mobilization upon final acceptance of all work items.

SECTION 910 — CLEARING AND GRUBBING

910.01 Work. Work consists of clearing and grubbing vegetation as described herein.

CONSTRUCTION

910.02 Clearing Limits.

Clearing limits are 3 feet minimum each side of trail centerline

910.03 Material to Be Cleared and Grubbed and Disposal of Cleared and Grubbed material.

Cut brush and trees less than 4” dbh. Leave trees larger than 4” dbh located outside the trailway standing, except if they are danger trees or they hinder passage, as approved. Limb all felled trees to a 4 inch diameter top.

Cut tree limbs and branches less than 7 feet above trail or ground surface and more than 1/2 inch in diameter that extend into the clearing limits. Cut tree limbs flush with the outside of the branch collar; cut brush at the ground surface.

At project completion, trim roots protruding from cut slopes flush with ground level.

Dispose of cleared material downhill and outside of the clearing limits in a manner that minimizes the visibility of the slash from the trail.

Do not place clearing and grubbing debris in water courses, snow ponds, lakes, meadows, or in locations where it could impede the flows to, through, or from drainage structures.

910.04 Damaged Trees.

When felling, cutting, or trimming, do not cause bark damage to standing timber. If damage does occur to standing trees, treat the injured trees in an approved manner in accordance with standard arboricultural practices unless approved otherwise by CO. Remove and dispose of trees with major roots exposed by construction that are rendered unstable.

910.05 Danger Trees.

Fall trees that are determined to be danger trees by CO. Clean up as provided in 910.03.

MEASUREMENT

910.06 Method. There will be no separate measurement for this item.

PAYMENT

910.07 Basis. Clearing and Grubbing will be considered incidental to the pay item under which the work is being done, and additional payment will not be made.

SECTION 912 — EXCAVATION AND EMBANKMENT

912.01 Work.

Work consists of the excavation, placement and management of excavated material including material sources.

Includes excavation, embankment, and backfill construction required to shape and finish the trailbed, ditches, backslopes, fill slopes and moss plantings, and holding trail segment construction meetings.

MATERIALS

912.02 Moss and herbaceous plantings. Conserve and use soil and herbaceous vegetation and moss removed during excavation and replant to revegetate excavated areas to provide a neat appearance and to control erosion.

CONSTRUCTION

912.03 Work. Work consists of removing organic soil to the depth required to accommodate the required tread type, and provide the finished grades specified on the drawings. Clear roots, stumps, duff, and existing vegetation for even grade between stations.

912.04 Ground protection during construction. Take measures to ensure that excessive rutting and erosion does not occur, and that the trail does not become wider than the specified width.

912.05 Ditches and drainage. Where active water flows and vegetation types or condition indicate the need for ditching, stake proposed ditch locations for approval during trailbed excavation. Locate ditches so as to divert waterflow away from trail surface and toward natural drainage features.

Obtain approval of trailbed and any proposed ditch locations prior to placing specified trail surface type.

Regrade disturbed areas and install drainage as needed to minimize erosion and promote drainage and restore natural appearance

See also Section 925 – Ditches.

912.06 Cut and Fill Slopes. Construct trail so cut and fill slopes are less than the angle of repose or as shown in the drawings. Trim exposed roots flush with the finished cut slope.

912.07 Use and Disposal of Excavated Material. Conserve and use all suitable material for specified work.

Place excess and unsuitable excavation beyond the downslope edge of the trailbed, except in locations where the material would be placed within 5’ of a stream or in staked locations where it is desirable not to impact the native vegetation; in these locations place in approved locations. Do not obstruct drainage and spread to a depth not exceeding 4 inches. This includes any material removed in the grubbing operation and deposited in the same area.

912.08 Finish. Blend and smooth cut and fill slopes to ensure a finished, neat appearance, adding or removing material as needed. Provide a high level of attention to detail to provide a finished appearance in the final grading of the cut and fill slopes.

MEASUREMENT

912.09 Method. There will be no separate measurement for this item.

PAYMENT

912.10 Basis. Excavation and Embankment will be considered incidental to the pay item under which the work is being done, and additional payment will not be made.

SECTION 913 — DEMOLITION AND REMOVAL OR RECYCLING OF TRAIL STRUCTURES

913.01 Work.

This work includes the demolition and removal or recycling of all abandonded trail structures located within the Base Bid work area (STA 0+00 through 81+75) and Option Item #1 (STA 81+75 through existing Raven’s Roost Cabin). Work includes all log and boardwalk structures on both the proposed and former trail alignment.

CONSTRUCTION

913.02 Demolition and Removal of Boardwalk Material not designated for Recycling.

Demolish and remove, all planks, sills, posts, hardware, etc on the existing trail, including abandonded sections, that are not designated for recycling and dispose of off National Forest Lands. Do not recycle existing sills.

913.03 Demolition of Log Steps.

Remove all existing log steps, Discard log materials out of sight of proposed trail. Remove anchor pins and nails from project area and dispose of off National Forest Lands..

913.04 Selection of Recycled Decking Material.

Mark each plank of proposed recycled material and obtain approval prior to moving the material to the work area.

Do not recycle sill material.

Recycled decking may be selected/approved from anywhere on the project area.

Select recycled material according to the following critera:

1). Longest remaining serviceable life 2). Minimum defect like splits and cracks 3). Appropriate lengths

MEASUREMENT

913.05 Method.

There will be no separate measurement for demolition/removal/recycling of existing trail structures under Base Bid.

Boardwalk removal/recycling will be measured in accordance with Section 906.

PAYMENT

913.06 Basis.

Demolition of existing trail structures under Base Bid is incidental to trail reconstruction and additional payment will not be made.

For boardwalk removal payment will be made for accepted quanities in accordance with Section 906.

SECTION 925 — DITCHES

925. 01 Work.

This work consists of construction and maintenance of ditches, including excavation and backfill. See also Section 912.07.

CONSTRUCTION

925. 02 General.

Stake proposed ditch at locations where surface or subsurface drainage indicate the need. The Government will approve ditch locations at same time with trail subgrade approval. Locate ditches so as to divert waterflow away from trail surface and toward natural drainage features.

925. 03 Excavation and Embankment.

Perform excavation and embankment in accordance with Section 912.

MEASUREMENT

925.04 Measurement

Measure in accordance with Section 906.

PAYMENT

925.05 Basis.

Pay for the accepted quantities in accordance with Section 906.

Section 930 — SOLID ROCK REMOVAL AND BOULDER AREA

930.01 Work.

Solid Rock Removal (Type SRR) consists of creating a trail surface from sloping solid rock, mucking out excavated areas and finishing the exposed bedrock to provide a finished trail surface and installing Aggregate Surfacing where the finished bedrock surface is not suitable..

Boulder Area (Type BA) consists of clearing boulders and may also include minor areas of solid rock removal, and the placement of either Aggregate Surfacing (Type AS) or Stone Pitching (Type SP) as specified in Trail Log.

MATERIAL

930.02 Regulations.

If blasting is the chosen method, Sections 930.02 through 930.06 shall apply. Only use explosives and initiating devices less than 1-year old. Explosives and initiating devices include, but are not necessarily limited to, dynamite and other high explosives, slurries, water gels, emulsions, blasting agents, initiating explosives, detonators, and detonating cord.

CONSTRUCTION

930.03 Regulations.

Furnish copies or other proof of all-applicable permits and licenses. Comply with Federal, State, and local regulations on the purchase, transportation, storage, and use of explosive material. Federal regulations include the following:

a). Safety and health: OSHA,29 CFR Part 1926, Subpart U.

b). Storage, security, and accountability: Bureau of Alcohol, Tobacco, and Firearms (BATF), 27 CFR Part 181.

c). Shipment: DOT, 49 CFR Parts 171-179, 390-397

930.04 Blaster-in-Charge.

Designate in writing a blaster-in-charge. Submit evidence that the blaster-in-charge has a valid State blaster’s license or other license accepted by the State where the project is located and issued by an equivalent licensing body for the type of blasting required.

930.05 Blasting Plans.

Blasting plans are for quality control and record keeping purposes and are to be signed by the blaster-in-charge.

The review and acceptance of blasting plans does not relieve the Contractor of the responsibility for using existing drilling and blasting technology, and for obtaining the required results.

Do not deliver explosives to the project until the general blasting plan is accepted.

a). General blasting plan.Submit a general blasting plan for acceptance at least 14 days before drilling operations begin. Include, as a minimum, the following safety and procedural details:

1). Working procedures, and safety precautions for storing, transporting, handling, and detonating explosives.

2). Proposed product election for both dry and wet holes. Furnish Manufacturer’s Material Data Sheets for all explosives, primers, initiators, and other blasting devices.

3). Typical plan and section views for both production and controlled blasting, including maximum length of the shot, burden, hole spacing, hole inclination, hole depth, hole diameter, subdrill depth, and powder factor.

4). Proposed initiation and delay methods and delay times.

930.06 Blasting. Drill and blast according to the blasting plan.

Cap all holes to prevent unwanted backfill. Place a stake next to each hole with hole number and total depth drilled.

Use the types of explosives and blasting accessories necessary to obtain the required results. A bottom charge may be larger than the line charges if no overbreak results.

Free blast holes of obstructions for their entire depth. Place charges without caving the blast hole walls. Stem the upper portion of all blast holes with dry sand or other suitable granular material. Do not stem hole with drill cuttings.

Following a blast, stop work in the entire blast area, and check for misfires before allowing worker to return to excavate the rock.

Remove all cut face rock that is loose, hanging, or potentially dangerous. Scale by hand or machine methods as approved by the CO. Leave minor irregularities or surface variations in place if they do not create a hazard. Drill the next lift only after the cleanup work and stabilization work is complete.

If blasting operations cause fracturing of the final rock face, repair or stabilize it in an approved matter at no cost to the Government. Repair or stabilization may include removal, rock bolting, rock dowels, or other stabilization techniques.

Halt blasting operations when any of the following occur and perform additional test blast:

1). Slopes are unstable;

2). Slopes exceed tolerances or overhangs are created;

3). Backslope damage occurs;

4). Safety of the public is jeopardized;

5). Property or natural features are endangered;

6). Fly rock is generated;

7). Excessive ground or airblast vibrations occur in an area where damage to buildings, structures, or utilities is possible.

930.07 Type SRR Tread Finish.

Provide a uniform tread surface that is free draining and provides a suitable walking surface as approved. Treat surface to remove tool marks and provide a natural appearing surface, as approved.

If tread cannot be made to provide a suitable walking surface, install Aggregate Surfacing as approved.

930.08 Drainage Dip in Type SRR.

Where shown in trail log and at other locations where the trail crosses perennial or intermittent water drainages and seeps, provide a drainage dip in the trail tread to channel water cleanly across the trail as approved. Dips to be of a size and shape to carry water across trail without creating undue walking hazard.

MEASUREMENT

930.09 Method. Measure in accordance with Section 906.

PAYMENT

930.10 Basis. Pay for the accepted quantities in accordance with Section 906. Payment for Type AS and Type SP within in Type BA is incidental to Type BA and no additional payment will be made. If Type AS is required on Type SRS, the Type AS will be incidental to Type SRS and no additional payment will be made.

SECTION 938 — BOARDWALK AND TIMBER STRUCTURES.

938.01 Work.

This work consists of Boardwalk Type A. Boardwalk Type B, and Rest Area #4.

MATERIALS

938.02 Recycled and New Material

Decking and sill lumber to be recycled 2x material selected in accordance with Specification Secion 913. All other lumber and timbers to be new material.

938.03. Lumber and timbers other than recycled decking.

Provide Coastal Dougla Fir, Grade #1 or better, treated with Klear-Guard 25 in accordance with AWPA UC3B, treated with for all new materials.

938.04 Non-Skid Surface.

Use ½” x ½” x 24” wide, 19GA min. Hot-Dip Galvanized hardware cloth. Attach with 18 ga. min., ¾” long, stainless steel, narrow or medium crown staples, or other method as approved.

938.05 Fasteners

Provide HeadLOK screws by Fasten Master. For joist hangers, use manufacturer recommended fasteners.

CONSTRUCTION

938.07 Trimming Recycled Materials.

Trim ends of recycled lumber to remove nail holes plus an additional 2” of trim.

938.08 Boardwalk.

Install planks crown side up and selectively match adjacent planks to ensure a maximum elevation difference of 1/4". If boards contain wane, place the wane side down.

938.09 Non-skid.

Install hardware cloth so wires on top are oriented perpendicular to the direction of travel and so cloth lays flat on decking with 2” min. overlap at joints. Install joints at turns in boardwalk only, with continuous pieces between.

Make all cuts to hardware cloth so there are no wire ends sticking up.

Staple to decking at rate of approximately 5 staples per square foot and staple edges 3” on center minimum. Use stapler type capable of providing accurate placement and full embedment

938.10 Field Treatment of cut ends.

Field treat cut ends and other cuts of new and recycled lumber materials with Outlast Q8 Log Oil with Copper 8 quinolinilate, Color: Clear (000) or Natural (001). Follow manufacturer’s instruction for treating cut ends.

Material to be reasonably dry prior to treatment, as approved. For recycled decking and sills soak cut ends for 30 minutes.For new material, soak or brush on 2 coats min. for full saturation. 938.11 Rest Area #4 Piling installation

Drive piling to refusal by hand or machine. If hand driven, use a minimum of a 150 pound slide hammer dropping 3'. If machine driven, a minimum energy rating of 300 foot/pounds is required. 90 pound pavement breaker or jack hammer class is acceptable. Refusal is defined as more than 20 blows to the inch with slide hammer. Refusal is defined as no visible movement with a machine. Notify the Governemnt for observation of piling installation.

MEASUREMENT

938.12 Method.

No separate measurement will be made for these items.

PAYMENT

938.13 Basis.

Payment for these items is included in the work item for which the materials are used and not additional payment will be made.

SECTION 941 — AGGREGATE, STONE CONSTRUCTION, AND REST AREAS

941.01 Work.

The work consists of constructing Aggregate Surfacing (Types AS and ASR), Stone Pitching (Type SP), Stone Riser Steps (Type SRS), and Drain Dip (Type ADD). Work also includes Stone Bench and retaining stones for Rest Areas. Work also includes StockpiledTrail Aggregate (Option Item #1), and Step Stone (Type SS) (Option Item #3).

MATERIALS

941.02 Handling Materials.

Stockpile, remove, transport, and spread aggregates in a manner that will preserve specified gradation and avoid contamination.

941.03 Aggregate Surfacing (AS) and Bedding Material.

For all aggregate applications, provide 1-1/2” minus crushed rock, meeting the following gradation requirements:

941.04 Stone For Rest Areas.

Select stone for Retaining Stone and Seat Stone and set aside at stone quarry or other approved location for approval prior to transporting to the work site. Remove sharp edges for natural appearance.

941.05 Seed-Free Aggregate.

Provide aggregate materials that are free of viable seeds or vegetative material. Ensure that contamination does not occur from equipment and tools used to handle aggregate or construct trail. Thoroughly wash all equipment and tools that come into contact with aggregate or are used at the work site, to remove all soil, debris, and other material that could contain seed or vegetative material. Use only aggregate from an active stockpile that is certified weed free. Provide notification one week before moving material from the source facility to allow inspection.

941.06 Required Stone Sizes and Shapes.

Hand select native or imported stone to provide the general shape and dimensions shown on the drawings. Stones to be sound and durable.

Select stone that meets the following size and shape requirements:

Stone Riser Step (SRS)

• 2.5 cubic feet minimum volume

• Construct steps primarily from single stones, however two stones may be used if fit tightly together and are 1.5 cubic foot min. size.

• A shape suitable for constructing a stable step

• A generally flat top surface suitable for an 8” min. step depth; step width as shown in drawings.

• Clean moss from walking surface.

Step Stone (SS)

• A shape suitable for constructing a stable step stone.

• 2.25 square feet minimum flat top step surface, height sufficient to provide finished installation with 4” min. clearance above pond level at average water level

Stone Pitching (SP) surfacing

• 0.3 cubic foot minimum volume

• 4” min. thickness over at least 2/3 of the stone’s area

• A generally flat top surface that is suitable for a walking surface

Stone Pitching (SP) Riser Stones

• 1.5 cubic foot minimum volume, unless approved by COR. Construct steps primarily from single stones, however two stones may be used if fit tightly together and are .75 cubic foot min. size.

• A shape suitable for constructing a stable step

• A generally flat top surface suitable for a 6” min. step depth.

Stone Pitching (SP) Gargoyles

• 2 cubic foot minimum volume

• 15” minimum height above ground in finished installation

• 12” minimum average width and thickness

• Each gargoyle to be from a single stone.

• Select shape for appearance as approved.

Bench Stones (for Rest Areas)

• 3 cubic foot minimum volume

• 1.5 square foot minimum flat seat area

• May be made from a single or multiple stones meeting the minimum size requirements

• Height of flat seat area above top of aggregate surfacing: 18” ± 1”

• Select and place stones for reasonably flat top for seating and reasonably tight fit against each other

Stone Retaining Wall (SRW)

• 1.5 cubic foot minimum volume for capstones and foundation stones

• 1 cubic foot minimum volume for stones other than capstones and foundation stones

• Select and place stones for reasonably tight fit against each other

CONSTRUCTION

941.08 Rest Areas #1 and #3.

Construct Rest Areas to size shown in drawings and as designated on the ground. Rest Areas will be staked after clearing and grubbing activities are complete for that work area. Remove all organic material down to underlying mineral soil or gravel, or as approved, prior to placement of aggregate surfacing. Construct Rest Area pads similar to Aggregate Trail Surfacing.

941.09 Handling of Aggregate.

Contain aggregate in bags until it is installed on the trail. Do not place aggregate directly on the ground outside of the trailway without a tarp or some other means of separation.

941.10 Compaction and Finished Grading.

For Aggregate Surfacing (AS), compact with a vibratory plate compactor, two passes. Following final spreading, smoothing and compaction, correct any irregularities or depressions that develop by adding or removing material until the surface is smooth and uniform.

941.11 Acceptance, Testing, Sampling, and Tolerances.

Provide the minimum compacted thickness of aggregate surfacing shown on the Trail Log. If excess aggregate has been delivered to the work area it may be stockpiled in approved locations or spread evenly over the trail; the method to be approved and at no cost to the Government.

Do not vary the aggregate width by more than ± 2 inch from the specified width or place it consistently narrower or wider than the specified width, except as SHOWN ON THE DRAWINGS.

941.12 Aggregate Stockpiled Near Trail.

Stockpile aggregate surfacing material at discrete and dispersed locations near the reconstructed portion of the trail where staked. Place material in an uncontained stockpile on geotextile fabric trimmed to match the pile size.

941.13 Stone Retaining Wall (SRW).

Prepare bench for bearing foundation stones as shown on the drawings; break out bedrock if encountered. Obtain approval of bench before placing stone. Place largest stones at bottom of wall as foundation stones.

Place stones with flat side down, use a minimum amount of chinking to prepare a flat surface for the next course above, using the largest and best shape chinking practical. Stagger vertical joints 6” minimum. Select and place capstones to be entirely stable when walked on.

MEASUREMENT

941.13 Method.

Measure the quantities in accordance with Section 906.

PAYMENT

941.14 Basis.

Pay for the accepted quantities in accordance with Section 906. Items not listed in Section 906 are incidental to the most closely-related construction element. For example, Stone benches are incidental to Rest Areas;

Gargoyles are incidental to Stone Pitching.

SECTION 942 — CONCRETE STEPS

942.01 Work.

Transport precast concrete steps provided by Government, located in Petersburg Borough rock pit near Petersburg Airport.

CONSTRUCTION

942.03 Handling of Aggregate.

SECTION 951 — SIGNS

951.01 Work

This work consists of installing signs and signposts, including excavation, backfill, and associated materials and hardware.

MATERIAL

951.02 Signs

One 2’x2’ plywood temporary sign board, ¾” Grade A/B plywood for use in posting public notices of trail and cabin status during contruction.

Remaining sign boards are Government furnished material.

951.03 Hardware

Hardware and installation shall conform to Forest Service EM-7100-15, Sign and Poster Guidelines for the Forest Service or as SHOWN ON THE DRAWINGS.

CONSTRUCTION

951.03 General.

Erect signs and posts of the type and at the locations indicated in the Trail Log or in the Drawings. Stake locations for approval by CO prior to installation.

Install one 2’ x 2’ plywood sign board on an existing post at Sandy Beach Road trailhead as approved.
