This amendment updates specifications and drawings (see attached 2 pages) and provides additional questions and answers (see attached 3 pages).

This amendment requires acknowledgement when submitting a proposal.

RAVEN TRAIL RECONSTRUCTION – 12010919R0002

1. Specification 903.01 is updated as a result of questions 7 and 8 in the Questions and Answers document dated 3/12/2019:

Specification 903.01, Delete entire 2nd paragraph.

Replace with the following 2 paragraphs:

“Small to mid-size equipment such as mini-excavators and track haulers may be used to pioneer trail up to STA 17+63 (base of first metal stair) but will be prohibited above and below this point in any areas where operation would result in undue impacts to soils, vegetation, and drainage. Operation on wet or otherwise unsuitable areas may require rerouting around these areas, or require additional aggregate depth for Type AS trail over which equipment is run, at no additional cost to the government. Rehabilitate all erosion, vegetative damage or other damage resulting from equipment operation as approved. Equipment use over the recently constructed aggregate surface Raven Trail (Phases 1 and 1b) is limited to mobilization of equipment in and out of project area. No haul of material is permited.

If equipment is being proposed for use, submit for approval a motorized equipment plan outlining types of equipment, locations for their use, and proposed mitigations for wet or unsuitable areas if necessary. This plan will be submitted and approved in 1000-foot segments in conjunction with Trail Segment Construction meetings as work progresses (see Section 912.05). Do not commence operations until the plan is approved. Use of helicopters in the project area is allowed.”

2. Specification 930.06 is updated as a result of question 12 in the Questions and Answers document dated 3/12/2019:

Specification 930.06 Delete “6) Fly rock is generated”

3. Specifications 913.05 and 913.06 are udpated as a result of question 14 in the Questions and Answers document dated 3/12/2019:

Specification 913.05 1st line: Delete “There will be no separate measurement for demolition/removal/recycling of existing trail structures under Base Bid.”

2nd line: Delete “Boardwalk removal/recycling will be measured in accordance with Section 906.”

Replace with “Trail structures removal/recycling will be measured in accordance with Section 906.”

Specification 913.06 1st line: Delete “Demolition of existing trail structures under Base Bid is incidental to trail reconstruction and additional payment will not be made.”

2nd line: Delete “For boardwalk removal payment will be made for accepted quanities in accordance with Section 906.”

Replace with “For trail structures removal payment will be made for accepted quanities in accordance with Section 906.”

4. Specification 938.02 is updated as a result of question 15 in the Questions and Answers document dated 3/12/2019:

Specification 938.02 Delete: “Decking and sill lumber to be recycled 2x material selected in accordance with Specification Secion 913.”

Replace with “Decking and sill lumber to be recycled 2x12 or 2x14 material selected in accordance with Specification Secion 913.”

5. Specification 938.03 is updated as a result of question 16 in the Questions and Answers document dated 3/12/2019:

Specification 938.03 Delete “Provide Coastal Dougla Fir, Grade #1 or better, treated with Klear-Guard 25 in accordance with AWPA UC3B, treated with for all new materials.”

Replace with “Provide Coastal Douglas Fir, Grade #1 or better, S4S, treated with AWPA UC3B, for all new materials.”

6. Specification 938.10 is updated as a result of question 21 in the Questions and Answers document dated 3/12/2019:

Specification 938.10 Delete “For recycled decking and sills soak cut ends for 30 minutes.”

7. Update Section B, The Schedule as follows:

QUESTIONS AND ANSWERS

Date: 3/12/2019

Q1: Anticipated work start date is listed as May 15, 2018. Did you mean 2019?

A1: Yes

Q2: Can you provide corresponding GPS and/or GIS data to the provided trail log; and/or post a link to an online map resource that spatially identifies the approved work area(s)?

A2: The following language is contained in the draft statement of work:

The project site is located 1.9 miles from downtown Petersburg, Alaska. The trail begins at approximately 56°47'32" N, 132°55'33" W at the terminus of Raven’s Roost Trail Phase 1b, a 6’-8’ wide aggregate surface trail. Petersburg is located on Mitkof Island, and is accessible by scheduled airline service, boat, barge, and the Alaska Marine Highway system. Cell phone service is typically available on the project site.

A project map with notations is attached to the presolicitation notice.

Q3: Can recycled boardwalk be used for decking.

A3: Yes

Q4: Regarding storage of concrete steps, can they be flown out of the designated storage area at the rock pit?

Q4: We believe so, yes. However, the contractor needs to confirm with their chosen helicopter pilot and coordinate with the Petersburg Borough/Airport.

Q5: Will we need to obtain a key to access the rock pit?

A5: Yes. Coordinate access with Petersburg Borough.

Q6: Why is there a station 81+75 and 81+75a?

A6: This was done to correct a field error where two stakes were numbered 81+75.

Q7. Can tracked vehicles be helicoptered above the stairs at station 17+63?

A7. Only with approval of a motorized equipment plan. See Solicitation Amendent 1 for an update to Specification 903.01.

Q8. Can equipment be run/operated through BW-A and BW-B Work Areas below 1st AS Work Area?

A8. Only with approval of a motorized equipment plan. See Solicitation Amendent 1 for an update to Specification 903.01.

Q9. Did you use lightweight concrete for the steps?

A9. No.

Q10. What is the estimated weight of the concrete steps?

A10. Contractors are responsbile for calculating weights of materials and finished products.

Q11. Request phone number for land owner of road?

A11. The gravel service road is owned by the Petersburg Borough. Contact the Borough at 907-772- 4425 for coordination.

Q12. Are mats required to stop fly rock during blasting?

A12. Mats are not required. See Solicitation Amendment 1 with an update to Specification 930.06.

Q13. Are methods other than blasting acceptable for solid rock removal?

A13. Yes. However if blasting is the chosen method, requirements are included in the specifications for blasting at 930.02.

Q14. Is there a way to determine incidental existing trail demolition?

A14. Specification 913.05 and 913.06 have been updated to resolve conflicts. See Solicitation Amendment 1 for updated specs.

Q15. Sill material is referred to as 2” by material. What’s the minimum and maximum width of sill material?

A15. Specification 938.02 has been updated to clarify. See Solicitation Amendment 1.

Q16. Is new wood to be S4S (planed)?

A16. Yes. See solicitation Amendment 1 for update to spec 938.03.

Q17. Has anyone measured the height of the trees?

A17. No, trees have not been measured, and this information is not available. The site is open for inspection by contractor or representatives if desired.

Q18. What permits are we required to obtain.

A18. The contractor may be required to obtain permits based on their chosen method of performance.

It is the contractor’s responsibility to determine permit needs and obtain any required permits.

Q19. Are there any houses within 1,000 feet of the solid rock removal (SSR)?

A19. The Forest Service is not aware of any houses within 1,000 feet. However, the contractor is ultimately responsible for confirming.

Q20. Are fiberglass structure stairs acceptable?

A20. Materials substitutions on the metal staircase are not permitted (also see sheet 16 of drawings for specification for staircase treads).

Q21. What is the required treatment method for BW ends? Specification 938.10 says to follow manufacturer’s instruction for treating cut ends AND requires soaking of cut ends for 30 minutes.

A21. The requirement has been updated. See solicitation Amendment 1 for update to spec 938.10.

Q22. Can a contractor work on different sections of the trail at the same time in order to consolidate use of the helicopter. They would like to plan to prepare various areas which will need materials flown in, and use the helicopter to drop supplies to each location in a day’s time instead of making one drop on each of several days.

A22. Yes, contractor may work on different areas at the same time as long as the contractor meets all other contract requirements such as pre-construction meetings, approval of motorized equipment plans, etc.

Q23. Does the company fabricating the staircase structure need to be certified in Aluminum welding or only need to comply with AWSD 1.2?

A23. Metal stairs are not designed to be welded or prefabricated, but rather intended to be field-fabricated to fit site conditions. Certifications are not required for fabrication of stairs.
