ASBESTOS MANAGEMENT PLAN
Yakutat Ranger House

BACKGROUND INFORMATION:
The Yakutat Ranger House is a three-bedroom, single story home with a 325 sf residential garage attached. The facility is used for housing.

The Yakutat Ranger House was inspected for asbestos in 1992 by Ray Wiggins, a USFS employee and certified asbestos inspector on a 4 week detail from the Coronado National Forest.

As a safety precaution, all asbestos containing linoleum was encapsulated in 1994. ¼” plywood was stapled over the linoleum and a non-asbestos type mastic and linoleum was placed on the plywood. Activities should be avoided that could puncture the new linoleum, risking damage to the asbestos containing linoleum.
The popcorn ceiling was encapsulated in 1994 as a safety precaution to accidental damage and fiber release. Certane 2000 – Overcoat, a bridging encapsulant, was used to cover the popcorn ceiling. Two continuous and unbroken coats were applied using airless spray equipment. Disturbing or damaging the encapsulated ceiling with drilled holes, chips, and break should be avoided.
The maintenance staff will discuss any construction, renovation, maintenance or repair involving the ACM with the asbestos coordinator in advance. The coordinator will ensure that recommended procedures and safety precautions are followed.
SIGNING:
The required identification sign for ACM’s remaining in buildings must be displayed.
The sign reads:
DANGER
CONTAINS ASBESTOS FIBERS
AVOID CREATING DUST
CANCER AND LUNG DISEASE HAZARD
REINSPECTION:
This facility was inspected by Kerri Willoughby, Environmental Engineer, in July, 2007. The popcorn ceiling has been disturbed in various places. Permanent replacement of the popcorn ceiling is recommended during the planned renovation for the building.
The required signs are not currently in place. Signs must be displayed in the building.
During the electrical inspection with electrician Jerry Patterson, it was observed that that the old romex insulation throughout the wiring in the house may contain asbestos. No samples were taken. It is recommended that no renovation to the wiring in the house take place unless a sample confirms that there is no threat from asbestos.
Pipe insulation in the attic, in the crawl space underneath the house, and the remains of an abandoned boiler chimney insulation in the garage are all suspect for asbestos. It is recommended that no renovation in these locations take place unless a sample confirms that there is no threat from asbestos.
EMERGENCY FIBER RELEASE:
In the event of an asbestos fiber release episode, contact the asbestos coordinator:
