About this file

This is a Pre-Demolition Hazardous Materials Survey Report prepared by International Academy, Inc. for Charles County, Maryland regarding 111 North Maple Avenue in La Plata, Maryland. The survey was conducted on July 18 and July 23, 2024, to identify hazardous materials requiring abatement prior to demolition of the former welding shop. The assessment evaluated asbestos-containing materials (ACMs), lead-based paint (LBP), above-ground heating oil tanks, polychlorinated biphenyl (PCB) light ballasts, battery-operated lighting, and mercury-containing components. Four bulk samples were collected for asbestos analysis using EPA Method 600/R-93/116, with all samples returning negative results for asbestos content. Lead-based paint testing using portable X-Ray Fluorescence (XRF) analysis found all tested interior and exterior painted surfaces to contain less than 0.7 mg/cm² of lead, classified as negative for LBP. The survey identified two 275-gallon above-ground heating oil tanks located on the exterior west and east sides of the building in good condition, one mercury-containing thermostat in the west office area, and several chemical and liquid containers in the rear storage room requiring proper disposal in accordance with EPA regulations. No friable asbestos materials, fluorescent light tubes, PCB light ballasts, or emergency lighting with batteries were identified at the site.

The scope of work for demolition includes removal and disposal of all loose and fixed items from the building and container, coordination with utility providers for complete service disconnection, evacuation and removal of the 275-gallon heating oil tank in compliance with federal, state, and local regulations with disposal manifests provided, removal and handling of all identified hazardous materials per the survey report with disposal manifests, demolition and disposal of all building structures and foundations, backfilling of disturbed areas with approved materials including soil testing and reporting, grading to achieve a minimum 2% positive slope, and stabilization of all disturbed areas per Charles County Standard Specifications. The contractor must also salvage the site sign and coordinate utility disconnections with each provider, cutting and capping utilities as directed and marking all locations for As-Built documentation purposes. The project is part of Charles County's broader initiative for a new library location in La Plata, with demolition permits already obtained from the Town of La Plata valid until November 9, 2025.

PRE-DEMOLITION ASSESSMENT AND SURVEY

FOR ASBESTOS CONTAINING MATERIALS, LEAD BASED PAINT, ABOVE

GROUND HEATING OIL TANKS, PCB LIGHT BALLASTS AND

TRANSFORMERS, BATTERY OPERATED LIGHTING, AND MERCURY

CONTAINING LIGHT TUBES AND THERMOSTATS

INTRODUCTION

International Academy, Inc. (IA) was retained by Waco, Inc. to conduct a pre-demolition assessment for Hazardous Materials (user defined) requiring abatement prior to the proposed demolition of the unoccupied former welding shop addressed as 111 North Maple

Street, LaPlata, Maryland (herein referred to as SITE). Mr. Jason A. Simpson and Mr.

Sean Gaglione, experienced asbestos and lead paint inspectors representing IA performed the assessment and sample collection on July 18 and July 23, 2024.

DESCRIPTION OF ASSESSMENT

The purpose of this assessment is to aid Waco in the identification of hazardous materials requiring abatement prior to the proposed demolition of the Site. For the purposes of this assessment, “Hazardous Materials” includes asbestos containing materials (ACMs), Lead-

Based Paint (LBP), above ground heating oil tanks, polychlorinated biphenyl (PCB) containing light ballasts, battery operated lighting, and mercury containing fluorescent light tubes and thermostats. Accessible locations of the building’s interior and exterior, excluding roofing materials, were inspected. Appendix A contains the Chain of Custody forms, and the Laboratory Sample Data Sheets for all PLM bulk samples collected.

Appendix B and C contains Lead-Based Paint XRF results and Certifications respectively.

BUILDING DESCRIPTION

The Site consist of a one-story former welding shop building that contains corrugated metal paneled siding and concrete slab on grade foundation. The shop contains an unfinished garage workshop, and a restroom and office located to the West of the workshop.

2 44 McPherson Road - Annapolis, MD 21401 - Phone: 410-320-2225

The restroom and office contain painted drywall and wood trim and concrete and plywood flooring. The building has a painted metal façade and painted metal roof panels. The Site contains a combination of wood and metal framed doors and windows. The structure was heated with a single oil furnace. One 275-gallon above ground oil tank was observed on the exterior west side of the building.

ASSESSMENT

Asbestos

As authorized, IA conducted asbestos inspections and collected bulk samples from suspect asbestos-containing materials (ACMs) to conform with Federal regulations requiring an asbestos inspection of a building prior to renovation or demolition, and State of Maryland

(MD) regulations requiring an asbestos inspection prior to issuance of a renovation or demolition permit. The MD regulations pertain to retail, commercial and industrial facilities built before 1986.

The assessment was limited to collecting representative bulk samples of accessible presumed asbestos containing materials (PACMs) identified within the interior and exterior of the Site. The assessment was performed following inspection and sampling guidelines established by the United States Environmental Protection Agency (EPA) Asbestos

Hazardous Emergency Response Act (AHERA); as well as the EPA National Emission

Standards for Hazardous Air Pollutants (NESHAP) regulation for asbestos and in general accordance with ASTM E 2356-18 Standard Practice for Comprehensive Building

Asbestos Surveys.

The inspector identified Homogenous Areas (HA) of suspect ACMs (an area of building material which is visually similar and contiguous) per construction phase in each structure, classified and assessed each suspect ACM, and presumed or sampled each homogenous area of suspect ACM per the referenced guidelines.

IA staff inspected the interior and exterior of the Site for suspect ACMs including thermal system insulation (TSI), surfacing materials (e.g., ceiling and wall textures), and miscellaneous materials (e.g., vinyl floor tiles and mastics).

410-544-6000

3 44 McPherson Road - Annapolis, MD 21401 - Phone: 410-320-2225

When suspect materials were identified, IA staff collected representative bulk samples from each HA using modified AHERA sampling protocols. The following suspect materials were sampled:

Drywall and Joint Compound

Roofing

IA recorded the areas of the building inspected, as well as areas where materials suspected of containing asbestos were located. During the asbestos survey a total of four (4) bulk samples were collected for PLM analysis. The PLM bulk samples were then submitted to

Environmental Hazard Services LLC (EHS) for asbestos analysis using United States

Environmental Protection Agency (EPA) Method EPA600/R-93/116. EHS is American

Industrial Hygiene Association and NVLAP accredited laboratories.

Each sample was individually numbered, and sample identification information was entered onto field data sheets. Bulk samples were collected in such a manner as to minimize the potential for fiber release. Building materials that contain asbestos fibers in amounts greater than one percent (1%) are ACMs and are regulated by the Occupational

Safety and Health Administration (OSHA), EPA, and MD. OSHA regulates building

The following Asbestos Sampling Summary Table “Table 1”, provides a complete list of sampled suspected ACM:

APPLICABLE ASBESTOS REGULATIONS AND GUIDELINES

Renovation and Demolition EPA/NESHAP Guidelines

The EPA/National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations for asbestos apply to certain demolition and renovation projects in facilities containing ACM and/or assumed ACM. The NESHAP, 40 Code of Federal Regulations

(CFR) 61, Subparts A and M, rule usually requires that all friable ACM and some categories of non-friable ACM be removed before a building is demolished.

This may require localized removal before or as part of a renovation. For renovation projects where friable ACM will be disturbed, the NESHAP rule may require appropriate work practices or procedures for the control of emissions.

The following EPA/NESHAP definitions of ACM are very important in interpreting which

NESHAP requirements may apply to the building.

Category I - Friable asbestos-containing material: any material containing more than 1% asbestos that when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.

Category I - Non-friable asbestos containing material: asbestos containing packings, gaskets, resilient floor covering, and asphalt roofing products containing more than 1% asbestos that, when dry, cannot be crumbled, pulverized or reduced to powder by hand pressure.

Category II non-friable asbestos containing material: any material excluding

Category I non-friable ACM, containing more than 1% asbestos that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.

Regulated asbestos containing material (RACM): (1) friable ACM, (2) Category I non-friable ACM that has become friable (3) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (4) Category

II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the

410-544-6000

5 44 McPherson Road - Annapolis, MD 21401 - Phone: 410-320-2225 materials in the course of demolition or renovation operations regulated by

NESHAP.

Employee Exposure OSHA Standards

OSHA Standard 29 CFR 1910.1001 and 1926.1101 regulates employee exposure to asbestos. The OSHA asbestos standards for general industry and for construction mandate a Permissible Exposure Limit (PEL) of 0.1 fibers (equal to or longer than five (5) micrometers) per cubic centimeter of air (fiber/cc) determined as an eight (8) hour, Time-

Weighted Average (TWA) and an excursion limit of one (1) fiber/cc as a thirty (30)-Minute

TWA.

Also, for asbestos removal or renovation involving ACM, the Asbestos Construction

Standard (29 CFR 1926.1101) requires that specific procedures be followed, including enclosure of the work area, to control asbestos exposure of the building occupant’s as well as employees involved in abatement or renovation activities.

If ACM is managed in place, the OSHA Asbestos Construction Standard applies to employees who may contact or disturb ACMs during their work shift.

The following are selected OSHA definitions regarding asbestos work:

Class I asbestos work means activities involving the removal of TSI and surfacing

ACM and assumed ACM.

Class II asbestos work means activities involving the removal of ACM which is not thermal system insulation or surfacing material. This includes, but is not limited to, the removal of asbestos-containing wallboard, floor tile and sheeting, roofing and siding shingles, and construction mastics.

Class III asbestos work means repair and maintenance operations, where “ACM”, including TSI and surfacing ACM and assumed ACM, is likely to be disturbed.

410-544-6000

6 44 McPherson Road - Annapolis, MD 21401 - Phone: 410-320-2225

Class VI asbestos work means maintenance and custodial activities during which employees contact but do not disturb ACM or assumed ACM and activities to clean up dust, debris and waste resulting in Class I, II and III activities.

Lead Paint Inspection

International Academy, Inc. (IA) completed a visual survey and lead inspection using a portable X-Ray Florescence (XRF) lead analyzer on assessable interior and exterior paint that could be impacted during the demolition activities. Mr. Sean Gaglione, an experienced

State of Maryland lead paint inspector (MD Cert#15040) conducted the inspection, testing and quality review. The Site work was performed on July 23, 2024.

Survey Methods

IA used a Thermo Scientific Niton XLp, portable X Ray Fluorescence (XRF), lead-in-paint analyzer, model # 300A, serial #96510, to test painted surfaces that are suspected of containing lead. Measurements were made in accordance with the United States

Department of Housing and Urban Development (HUD); Guidelines for the Evaluation and control of Lead-Based Paint Hazards in Housing, June 2012, Second Edition.

The inspection protocol was based upon our approved company inspection protocol and the Department of Housing and Urban Development (HUD) Guidelines for the Evaluation and Control of Lead-Based Paint in Housing, 2012 revision, single-family housing protocol. The HUD Guidelines are considered the state of the art for lead-based paint testing. The HUD Guidelines require specific surfaces to be tested and require specific quality control methods.

HUD requires performing one test on every testing combination (defined to be a unique combination of component, substrate, and room equivalent) and each wall in each room equivalent. Additionally, the Guidelines recommend grouping testing combination systems with likely similar painting histories, such as door frames, jambs, and casings or windowsills, casings, and aprons, together for classification purposes. Note that the definition of LBP includes “any paint, varnish, shellac, or other coating.” Therefore, testing included stained or glazed components (such as ceramic tile or porcelain fixtures) which might not appear to be painted.

410-544-6000

7 44 McPherson Road - Annapolis, MD 21401 - Phone: 410-320-2225

Depending upon the precision achieved during each test, the combination is classified as

LBP, high-inconclusive, low-inconclusive, lead-containing, or none detected. LBP is defined to be paint containing equal to or greater than 0.7 (mg/cm2) via XRF or 0.5% lead by weight via paint chip sample analysis.

Lead-containing paint is defined to be paint containing detectable amounts of lead less than the definition of LBP. Results which are too close to the definition of LBP for the instrument to classify are termed inconclusive. Inconclusive ranges are defined by the XRF

Performance Characteristics Sheet (PCS), developed by the EPA for this instrument and every other type of XRF. The PCS inconclusive range for this instrument, depending upon the precision achieved is 0.6 - 1.1 mg/cm2. The mid-point of the inconclusive range separates high and low inconclusive ranges.

The XRF was subjected to manufacturer-recommended quality control standardization at the beginning of the inspection. Quality control standardization reported values within the recommended range. Additionally, the XRF was subjected to HUD-required calibration validation at the beginning of the inspection and at the conclusion of the inspection.

Each calibration validation included three tests on National Institute of Standards and

Technology (NIST) standard reference material (SRM) 2573. The average of each set of three quality control tests conformed to the thresholds listed in the PCS, validating the XRF calibration.

Lead-Based Paint (LBP) equal to or greater than 0.7 (mg/cm2) was not identified on the tested interior and exterior painted surfaces of the Site. As such all paint contains less than

0.7 (mg/cm2) of lead and reported in the attached table as “Negative”.

Above Ground Heating Oil Tanks

The IA representative inspected the Site for above ground heating oil tanks. IA representative observed two (2) exterior 275gallon heating oil tank located on the exterior west and east sides of the welding shop. The volume of oil within the tanks is unknow.

410-544-6000

8 44 McPherson Road - Annapolis, MD 21401 - Phone: 410-320-2225

Mercury Components

IA inspected select fluorescent light lamps and wall mounted thermostats within the SITE as these fixtures often contain a small amount of mercury that is regulated under the EPA’s

Resource Conservation and Recovery Act (RCRA) program. IA identified one (1) mercury containing thermostat within the office area of the shop. IA did not observe any fluorescent light tubes or bulbs throughout the Site.

Light Ballasts and Batteries

IA inspected select representative light ballasts at the SITE for labels indicating whether they contain PCBs. IA’s representatives did not observe any light ballast at the Site.

IA inspected the welding shop for emergency lighting and exit signs. Emergency lighting and exit signs contain batteries. Batteries are classified as hazardous waste and must be properly disposed of in accordance with EPA RCRA regulation. The batteries can be recycled by certain permitted facilities to provide a more beneficial option for disposal.

The IA representative did not observe any emergency exit signs or emergency lighting at the Site.

CONCLUSION AND RECOMMENDATIONS

Note: The XLi and XLp versions refer to the shape of the handle part of the instrument. The differences in the model numbers reflect other modes available, in addition to Lead-in- Paint modes. The manufacturer states that specifications for these instruments are identical for the source, detector, and detector electronics relative to the Lead-in-Paint mode.

FIELD OPERATION GUIDANCE

OPERATING PARAMETERS:

Lead-in-Paint K+L variable reading time mode.

XRF CALIBRATION CHECK LIMITS:

0.8 to 1.2 mg/cm2 (inclusive)

The calibration of the XRF instrument should be checked using the paint film nearest 1.0 mg/cm2 in the NIST Standard Reference Material (SRM) used (e.g., for NIST SRM 2579, use the 1.02 mg/cm2 film).

If readings are outside the acceptable calibration check range, follow the manufacturer's instructions to bring the instruments into control before XRF testing proceeds.

SUBSTRATE CORRECTION:

For XRF results using Lead-in-Paint K+L variable reading time mode, substrate correction is not needed for:

Brick, Concrete, Drywall, Metal, Plaster, and Wood

BACKGROUND INFORMATION

EVALUATION DATA SOURCE AND DATE:

This sheet is supplemental information to be used in conjunction with Chapter 7 of the HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing ("HUD Guidelines"). Performance parameters shown on this sheet are calculated from the EPA/HUD evaluation using archived building components. Testing was conducted in August 2004 on 133 testing combinations. The instruments that were used to perform the testing had new sources; one instrument’s was installed in November 2003 with 40 mCi initial strength, and the other’s was installed June 2004 with 40 mCi initial strength.

OPERATING PARAMETERS:

Performance parameters shown in this sheet are applicable only when properly operating the instrument using the manufacturer's instructions and procedures described in Chapter 7 of the HUD Guidelines.

SUBSTRATE CORRECTION VALUE COMPUTATION:

Substrate correction is not needed for brick, concrete, drywall, metal, plaster or wood when using Lead-in- Paint K+L variable reading time mode, the normal operating mode for these instruments. If substrate correction is desired, refer to Chapter 7 of the HUD Guidelines for guidance on correcting XRF results for substrate bias.

EVALUATING THE QUALITY OF XRF TESTING:

Randomly select ten testing combinations for retesting from each house or from two randomly selected units in multifamily housing. Use the K+L variable time mode readings.

Conduct XRF retesting at the ten testing combinations selected for retesting.

Determine if the XRF testing in the units or house passed or failed the test by applying the steps below.

Compute the Retest Tolerance Limit by the following steps:

Determine XRF results for the original and retest XRF readings. Do not correct the original or retest results for substrate bias. In single-family housing a result is defined as the average of three readings. In multifamily housing, a result is a single reading.

Therefore, there will be ten original and ten retest XRF results for each house or for the two selected units.

Calculate the average of the original XRF result and retest XRF result for each testing combination.

Square the average for each testing combination.

Add the ten squared averages together. Call this quantity C.

Multiply the number C by 0.0072. Call this quantity D.

Add the number 0.032 to D. Call this quantity E.

Take the square root of E. Call this quantity F.

Multiply F by 1.645. The result is the Retest Tolerance Limit.

Compute the average of all ten original XRF results.

Compute the average of all ten re-test XRF results.

Find the absolute difference of the two averages.

If the difference is less than the Retest Tolerance Limit, the inspection has passed the retest. If the difference of the overall averages equals or exceeds the Retest Tolerance Limit, this procedure should be repeated with ten new testing combinations. If the difference of the overall averages is equal to or greater than the Retest Tolerance Limit a second time, then the inspection should be considered deficient.

Use of this procedure is estimated to produce a spurious result approximately 1% of the time. That is, results of this procedure will call for further examination when no examination is warranted in approximately 1 out of 100 dwelling units tested.

TESTING TIMES:

For the Lead-in-Paint K+L variable reading time mode, the instrument continues to read until it is moved away from the testing surface, terminated by the user, or the instrument software indicates the reading is complete. The following table provides testing time information for this testing mode. The times have been adjusted for source decay, normalized to the initial source strengths as noted above. Source strength and type of substrate will affect actual testing times. At the time of testing, the instruments had source strengths of 26.6 and 36.6 mCi.

CLASSIFICATION RESULTS:

XRF results are classified as positive if they are greater than or equal to the threshold, and negative if they are less than the threshold.

DOCUMENTATION:

A document titled Methodology for XRF Performance Characteristic Sheets provides an explanation of the statistical methodology used to construct the data in the sheets, and provides empirical results from using the recommended inconclusive ranges or thresholds for specific XRF instruments. For a copy of this document call the National Lead Information Center Clearinghouse at 1-800-424-LEAD.

This XRF Performance Characteristic Sheet was developed by the Midwest Research Institute (MRI) and QuanTech, Inc., under a contract between MRI and the XRF manufacturer. HUD has determined that the information provided here is acceptable when used as guidance in conjunction with Chapter 7, Lead-Based Paint Inspection, of HUD’s Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing.
