Contractors must provide all labor, materials, tools, equipment, supervision, and transportation necessary to complete work in accordance with industry standards and manufacturer specifications. All athletic field and court surfaces carry a minimum ten-year warranty covering materials and installed systems, with labor and workmanship warranted for a minimum of three years from substantial completion. Scope of Work - Athletic Fields Renovation, Construction, and Maintenance
Dallas ISD is seeking proposals for qualified contractors to provide renovation, construction, and maintenance for athletic fields across Dallas ISD campuses and athletic facilities.
1.0 Project Overview
The District is seeking qualified vendors to provide removal of existing materials, installation, renovation, and maintenance services for athletic fields across Dallas ISD to ensure safe, high-quality, and regulation-compliant facilities.
The Contractor shall provide all labor, materials, tools, equipment, supervision, transportation, testing, and incidentals necessary to perform the work in accordance with industry standards and manufacturer specifications. The contractor shall also comply with all district safety, security, scheduling, and reporting requirements.
2.0 Scope Summary
The Contractor shall perform work, including, but not limited to:
● Replace or install synthetic turf systems
● Renovate natural grass fields
● Install or resurface running tracks
● Renovate baseball and softball fields
● Resurface and construct tennis courts
● Install or resurface basketball courts
● Improve drainage, irrigation, subgrade stabilization, concrete curbing, and fencing
● Disposal of construction debris and materials
● Perform required testing and inspections and submit all results to Dallas ISD representative, ensuring all personnel maintain applicable certifications and qualifications
3.0 General Requirements
● The awarded contractor shall provide all labor, tools, machinery, and equipment necessary to complete the project in accordance with these specifications.
● Allowable Work Hours
○ School Days: 7:00 a.m. and 6:00 p.m., Monday through Friday
○ Weekends & Holidays: between 7:00 a.m. and 6:00 p.m
● The contractor shall comply with background check/badging requirements.
4.0 Detailed Scope of Work
Group I - Synthetic Turf Installation and/or Renovation
1. Excavate site to the desired sub-grade and stabilize existing soils in accordance with a geo-technical report prepared by a licensed geotechnical engineer.
2. Install 12"x12" continuously reinforced concrete perimeter curb.
3. Install 20 Mil PVC liner over the entire field sub-grade, and install 2x4 treated wood turf attachment nail board along the new concrete curb.
4. Install field drainage system, including 10",12", and 15"HDPE N-12 perforated pipe and tie into existing storm sewer system.
5. Install a 6" layer of clean, washed crushed limestone drain rock over the entire sub-grade.
6. Laser-grade drain rock with laser-guided equipment to achieve finished elevations per synthetic turf design.
7. Install sports-specific synthetic turf system per manufacturer's specs. (Football, soccer, baseball, and softball);
8. Inlay all field markings and game lines per owner.
9. Install sand and rubber per the manufacturer's specs.
10. Provide turf maintenance equipment and owner training as per the manufacturer's specs.
Field Testing, Maintenance, and Safety Evaluation Services
G-Max Testing
● Purpose: The Vendor shall be responsible for maintaining all appropriate certifications, assigning a qualified employee to conduct G-Max testing, and providing testing results to the
District upon request. G-Max testing evaluates the surface hardness and shock-absorbing capacity of the field to ensure player safety.
● Reporting: A detailed report will be provided showing the G-Max value at each test location, a diagram identifying all test points, and the average G-Max rating across the field.
● Safety Thresholds:
○ Unsafe: A G-Max score of 200 or higher is considered a safety risk.
○ Recommended Standard: Industry guidelines recommend a score of 165 or lower for optimal player safety.
● Maintenance Recommendation: Regular G-Max testing, performed annually or semi-annually, is advised to monitor changes in field hardness as the turf ages or experiences heavy use.
Field Maintenance and Performance Audit
● Comprehensive, in-depth audit of current field conditions.
● Deep-clean vacuuming to remove accumulated dirt, dust, and debris.
● Tine attachment sweeping to lift and rejuvenate turf fibers while redistributing infill material.
● Application of a contact disinfectant spray to assist with surface hygiene.
● Risk assessment with insights and recommendations to enhance field safety and performance.
● Repair work performed as needed to address identified deficiencies.
● Complimentary G-Max test provided upon completion.
● Delivery of a customized report outlining all services performed, findings, and recommended corrective actions.
Group II - Baseball and Softball Field Installation and/or Renovation
1. Cut and cap existing irrigation as needed.
2. Sod cut and excavate existing soil and remove from the site as needed.
3. Construct new backstop, dugouts, batting cages, and outfield fencing per Owner.
4. Import and spread red infield clay at a minimum depth of 6”, total amount of clay as per Owner.
5. Import and spread Diamond Pro red Infield Conditioner and till into the infield clay at a depth of 4" total amount of conditioner as per the Owner.
6. Laser grade, roll, hydrate, and compact all areas.
7. Rebuild the mound with a minimum of 25 tons of mound clay.
8. Install new home plate, 4-way pitching rubber, anchors, and bases.
9. Installation of sod and top-dressed sod.
Group III - Running Track Installation and/or Renovation
1. Removal of existing track surface and disposal.
2. Repair to existing track surface.
3. Excavate and grade the surface to assure proper drainage.
4. Installation and/or repair of the drainage system.
5. Installation of new stone base.
6. Installation and/or repair of asphalt track surface.
7. Installation of 6” wide concrete curb around perimeter of track.
8. Installation of full pour rubberized running track surface red in color.
9. Installation of full stripping/painting for a 400-meter track.
Group IV - Tennis Court Installation and/or Renovation
1. Resurface of existing tennis court with acrylic surfacing material in the color of the owner’s choice.
2. Repair and/or replace tennis net post.
3. Repair and/or replace tennis court net.
4. Repair and/or replace perimeter fencing and gates.
5. Installation of tennis court lines as approved by ITF.
6. Installation of backboards.
7. New tennis court renovation per Dallas ISD drawings.
Group V - Football Field Installation and/or Renovation
1. Cut and cap existing irrigation as needed.
2. Grade and crown as needed to have proper drainage.
3. Installation subsurface drainage as needed.
4. Installation of irrigation.
5. Installation of turfgrass.
6. Top dress field with silica sand.
Group VI - Basketball Courts (Outdoor Only) Installation and/or Renovation
1. Court Layout & Design
1.a. Verify that all basketball court dimensions align with the intended use (full court, half court, recreational, or competitive).
1.b. Provide detailed design drawings showing court orientation, size, layout, and drainage considerations.
2. Surface Preparation & Removal
2.a. Assess existing court conditions, including sub-base, drainage, and structural integrity.
2.b. Remove existing surfacing, coatings, or damaged layers as required prior to installation.
3. New Court Surfacing Installation
3.a. Install new surface material as specified:
• Concrete
• Asphalt
• Rubberized surfacing
• EPDM surfacing 3.b. All surfacing installations shall be priced by square footage.
3.c. Ensure proper grading, compaction, curing, and finishing according to material type and manufacturer recommendations.
4. Court Restriping
4.a. Apply new striping after installation of new surfacing or completion of renovation work.
4.b. Use outdoor-rated, durable court marking materials suited for the installed surface.
5. Basketball Equipment Installation
5.a. Supply and install commercial-grade backboards, hoops, and all necessary mounting hardware.
5.b. Install new netting on all hoops.
5.c. Confirm all installed equipment meets industry standards for safety and performance.
6. Quality Assurance & Final Inspection
6.a. Conduct a final inspection of surfacing, striping, and equipment installation.
6.b. Provide warranty information, maintenance guidelines, and recommended inspection schedules.
5.0 Project Schedule Requirements
● The Contractor shall provide a detailed project schedule that includes start and completion dates for all work types.
● Key milestones (e.g., synthetic turf installation, running track completion) shall include, at a minimum, required testing, inspections, and walkthroughs, and shall be submitted for approval.
● Schedule updates shall be provided weekly during renovations.
6.0 Deliverables
● As-built drawings for all renovated or new athletic facilities.
● Owner manuals and maintenance instructions for all synthetic turf, irrigation, and track systems.
● Test reports, including G-Max, soil compaction, and drainage inspections.
● Training for district personnel on turf and equipment maintenance
● Groomers should be provided with new turf installation.
7.0 Technical Requirements
● Work shall comply with manufacturer specifications and industry standards
● Turf, track, and court materials must meet performance and durability standards as defined by the manufacturer.
● All drainage and irrigation systems must meet functional design criteria.
8.0 Quality Control
● Contractor shall perform all work per approved specifications.
● Dallas ISD representatives reserve the right to inspect work at any stage.
● Deficiencies must be corrected promptly at no additional cost to Dallas ISD.
9.0 Closeout Requirements
● Contractor shall complete punch list items and obtain final Owner approval.
● Closeout documents must include warranties, maintenance manuals, testing reports, and final drawings.
10.0 Warranty Requirements
● The Contractor shall provide warranties for all materials, systems, and workmanship in accordance with the requirements below.
● Athletic fields and court surfaces shall carry a minimum ten (10)-year warranty covering materials and installed systems.
● All labor and workmanship associated with the project shall be warranted for a minimum of three (3) years from the date of Substantial Completion.
● Warranty coverage shall include, but not be limited to, synthetic turf, track surfaces, courts, and drainage and irrigation systems.
● Minimum warranty periods applicable to each project type shall be clearly identified and submitted by the Contractor.
● Complete warranty documentation shall be provided as part of the project close-out package.
● Any proposed use of alternate materials or systems shall require prior written approval from the District and shall not reduce the required warranty terms.
10.0 Safety Requirements
● Contractor shall comply with OSHA and all local safety regulations.
● Personal protective equipment (PPE) shall be worn at all times on-site.
● Contractor is responsible for site safety, signage, and controlling access.
11.0 Environmental / Site Requirements
● Proper disposal of removed materials (e.g., turf, asphalt) is required.
● Soil erosion and sediment control must be implemented per site requirements.
● Contractor shall protect the surrounding areas from renovation impacts.
