About this file
This is Addendum No. 1 to Request for Proposals (RFP) RFP-26-00364 issued by the Hillsborough County Board of County Commissioners in Florida on August 25, 2026. The RFP seeks competitive sealed proposals from experienced and qualified contractors to provide an automated compound flood forecasting, impact analysis, and mapping system for Hillsborough County watersheds to determine flood inundation and infrastructure risk over a four-year period. The estimated project cost is $850,000.00. This addendum modifies the original RFP requirements to ensure compliance with the Consultants' Competitive Negotiation Act (CCNA).
The addendum removes all requirements for employment of Florida licensed professional engineers as project managers. Specifically, Paragraph 1.2.3 regarding "Florida Professional Engineer License" and Paragraph 1.3.2 requiring the proposer or principal to assign a licensed Florida Professional Engineer as project manager have been removed in their entirety. Proposers who have already submitted proposals within Hillsborough County's electronic bidding system must resubmit their proposals and electronically acknowledge the addendum. A Cone of Silence is in effect, prohibiting proposers and interested parties from communicating with county employees, board members, or hearing masters regarding this procurement, except through the Director of Procurement, Procurement Services Department staff, or the county's assigned attorney. Violation of the Cone of Silence may result in disqualification from award consideration.
