About this file

This is a Proposer Qualifications appendix for a Request for Qualifications/Proposal (RFQ/P) issued by the Elk Grove Unified School District in Sacramento County, California for Intersession Summer Education programs. The District seeks qualified organizations to design and implement summer and intersession education programs serving youth at District school sites. Proposals must be submitted electronically through the EGUSD Bonfire Procurement Portal by February 6, 2026, at 4:00 P.M. PST. The RFQ/P requires proposers to address six major components: program design describing the range of offerings and enrollment retention strategies targeting 85% daily average attendance; elements of high-quality programming including staff qualifications, safety measures, and student-centered activities; organizational focus detailing site coordinator qualifications, staff capacity, professional development, and stakeholder communication; project evaluation methodology including continuous quality improvement plans and data measurement; budget information with cost per participant and detailed expenditure breakdowns; and success and sustainability plans demonstrating prior implementation experience and long-term partnership strengthening.

Proposals must include comprehensive budget narratives and price schedules providing sample budgets for both one-week intersession programs and 15-day summer programs with separate line items for direct service staff, indirect administration costs, benefits, supplies, equipment, transportation, professional development, and contracted services. The District emphasizes that program funds may only supplement, not supplant, existing after-school program expenditures. Site coordinators must commit a minimum of 30 hours per week with at least 85% on-site presence. Upon award, budgets will be revised to reflect actual operational costs, and the District reserves the right to modify the contract by adding or deleting students or sites and adjusting prices as necessary to maintain the original contract intent. Additional financial information and insurance documentation may be requested from awarded providers.
