Questions and Answers—One

RFQ#10PME-14-0016—Fire Safety Studies

1.Does the Combined Synopsis/Solicitation under solicitation number 10PME140016 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?

GSA Response: A similar requirement was solicited last year under “Fire Safety Surveys - Various Locations - GSA Region 10 - 10PM-13- 0002” and resulted in three awards. The Contract expired December 31, 2013. A previous Contract Number: GS-10P-13-LT-P-0041.

2. Regarding 3.0 Price Information Requirement: Will GSA provide suitable documentation which will permit the Contractor to obtain Gov’t rates for travel services such as lodging?

GSA Response: All travel rates must be included in your overall rates as indicated in the CLIN structure. Quoted travel rates cannot exceed the Federal Travel Regulation (FTR) for each applicable location. The FTR can be located at:

http://www.gsa.gov/portal/content/104877?utm_source=OGP&utm_medium=print-radio&utm_term=perdiem&utm_campaign=shortcuts

3.Section 3.0, references an attached SF Form 18. Please clarify which of the attachments is considered SF Form 18.

GSA Response: This was a mistake. It should reference GSA Form 300, the current form located in the RFQ. This reference has been amended in the RFQ. Please note that an SF Form 300 is required to be returned back with the RFQ.

4. Federal Buildings are not identified specifically. However, the list of buildings does not identify these buildings specifically. Please identify the Federal Buildings.

GSA Response: All Federal Buildings are coded with a two letter state indicator followed by a 0. Any buildings that start with a number other than 0 are leased buildings. Currently, there are only three buildings in Seattle, WA that are Federally Owned Buildings:

WA0101ZZ 915 Second Avenue Seattle, WA WA0036ZZ 909First Avenue Seattle, WA WA0059ZZ 6125 Sandpoint Way Seattle, WA

5. For testing of Federal Building systems, please confirm the contractor will not have to subcontract the testing services to a third party entity. That is, all testing will be witnessed by the contractor, but GSA will provide sprinkler, fire alarm, etc. personnel to perform the testing at no cost to the contractor.

GSA Response: GSA has sufficient reports and information available and as such, will not require the services required in 4c(1)-(4). These changes have been reflected in the Scope of Work.

6. Extensive testing is required for Federal Buildings, including percentages of devices (Scope of Work, Section 4). Please provide a total number of devices (per circuit, etc.) in order to develop a cost basis for this part of the work.

GSA Response: GSA has sufficient reports and information available and as such, will not require the services required in 4c(1)-(4). These changes have been reflected in the Scope of Work.

7. Please provide the address for Galvin Flying Services, Seattle, WA.

GSA Response: The address for Galvin Flying Services is 7149 Perimeter Rd S, Seattle, WA 98108. The successful offeror will be provided additional information as necessary regarding this location from the Building POC.

8. GSA Form 3559 information BLOCKs (Scope of Work 4j) is not reflected on the enclosed forms.

GSA Response: GSA Form 3559 will be provided to the successful contractor if he currently does not have one.

9. Will the contractor be expected to make a determination with respect to each building’s Seismic Design Category (for example to determine if appropriate seismic bracing is installed)?

GSA Response: If the contractor conducting the survey sees a seismic brace that appears from their experience to be suspect, we request they identify which one and where it is.

10. Please clarify the meaning of meeting “the exact requirements of PBS P100” (Scope of Work 4d). It appears PBS P100 is intended to apply to new construction, rather than existing buildings. Is it the intent of the survey to describe all variations between PBS P100 and the existing conditions of the building being surveyed? Or, does the completion of the NFPA 101A worksheets accomplish this objective, with the understanding that achieving equivalency to NFPA 101A does not mean compliance with PBS P100?

GSA Response: Is it the intent of the survey to describe all variations between PBS P100 and the existing conditions of the building being surveyed? As related to Chapter 7 the Fire Protection Engineering chapter - yes Or, does the completion of the NFPA 101A worksheets accomplish this objective, with the understanding that achieving equivalency to NFPA 101A does not mean compliance with PBS P100? No. Information for both is needed for a reasonable decision as to what action is needed by GSA to improve the fire safety of the building being surveyed if determined to be necessary by the GSA FPE.

11. Please clarify the intent of the risk assessment described in the Scope of Work 4d. For example, is a risk assessment necessary for a building that does not conform to PBS P100? Further, given an existing building which does not achieve a passing score using NFPA 101A, is the intent of the Scope of Work to require the contractor to conduct a special study to identify a plan of corrective action? Finally, how would a cost proposal be prepared prior to visiting a building?

GSA Response: The intent of the risk assessment is to provide an engineering judgment as to what is the risk to safety of the occupants only if the building is a lease and to the occupants and the property if it is a GSA owned property. Example is even though the building does not have a sprinkler system, it is a one story building with several exits to grade, a fire alarm system and very low fuel load within the agency space. The probability that someone would be seriously hurt from a fire is _____________.
