About this file

This is a project specification document for the Moss Avenue Pump Station (MAPS) Rehabilitation Project issued by the City of Santa Monica, California, prepared by engineering firm Woodard & Curran. The project involves comprehensive rehabilitation of the existing pump station located at the northeast corner of Moss Avenue and Appian Way, including installation of a new backup diesel engine-driven pump, structural concrete repairs to improve watertightness, electrical equipment upgrades, construction of a new operations control room container building, and installation of instrumentation and control systems. The work encompasses multiple disciplines including civil, structural, electrical, mechanical, and instrumentation components. Construction is scheduled to commence following issuance of the Notice to Proceed and must be completed within the calendar days specified in the Notice Inviting Bids. Electronic bids must be submitted through the City's Online Vendor Portal (OpenGov) by 3:00 p.m. on Thursday, September 17, 2026, with bid opening conducted electronically and results viewable by the public immediately after the close time. The contract will be awarded as a single prime contract, and work must maintain pump station operations throughout construction, with minimum shutdown periods coordinated with Southern California Edison and approved by the City.

The project is structured with 27 bid items including lump-sum and unit-price compensation for mobilization/demobilization, traffic control, water pollution control, equipment installation, concrete repairs, temporary power, electrical switchboards, SCADA systems, and remaining work items. Pricing includes all labor, materials, equipment delivery, installation, insurance, bonds, applicable taxes, overhead, and profit. A City-controlled contingency allowance for unforeseen conditions and a City-controlled allowance for Southern California Edison design changes are included in the bid schedule. The contractor must provide substantial temporary facilities including a portable diesel generator, temporary power distribution equipment, motor control centers, and a sound barrier along the southern site edge. Work is restricted to 8:00 a.m. to 6:00 p.m. Monday through Friday, with limited Saturday hours (9:00 a.m. to 5:00 p.m.) requiring prior authorization, and no work permitted on Sundays or holidays. The estimated total project duration is 32 weeks, with the contractor responsible for all coordination with SCE, the City Fire Department, notification to residents and businesses within 500 feet of the project site, and compliance with Santa Monica Municipal Code noise ordinances and work hour restrictions.
