About this file

This Addendum No. 1 document modifies the original specifications and contract documents for the City of Fort Worth's Exposition Way Slope Stabilization Project (City Project No. 105816), issued by the Transportation and Public Works Department. The project involves approximately 992 square yards of slope stabilization, 8,550 square yards of 7-inch concrete pavement removal and replacement, 1,363 linear feet of 6-inch pipe subdrain Type 8, 135 linear feet of stacked stone wall grout repair, and 30 linear feet of stacked masonry stone wall removal and replacement ranging from 4 to 8 feet in height. The bid opening date was September 17, 2026, with the addendum issued on September 14, 2026. The addendum substantially revises the project specifications and construction plans, including modifications to flexible base courses, concrete paving, traffic control specifications, prequalification statements and applications, paving details, and a new special specification for mosaic tile street names. The project is organized into two units: Unit 1 addresses paving work and Unit 2 addresses slope stabilization, with bidders required to acknowledge receipt of the addendum or face disqualification as nonresponsive.

The bidder must submit the revised bid form, proposal form with unit prices, prequalification statement identifying contractors for roadway and pedestrian lighting work, and a bid bond. The price bid for concrete pavement includes all preparation, material furnishing, hauling, blading, sprinkling, and compacting costs, with measurement in square yards. The specification clarifies that unclassified excavation, removal, and hauling required for flexible base placement beneath concrete pavement is subsidiary work with no separate payment. All excavation, removal, and hauling for achieving proper pavement depth and curb cuts and modifications at existing driveway locations are considered subsidiary to applicable bid items. The project requires flexible base material meeting specific gradation and plasticity requirements, with the contractor permitted to use machine paving at its discretion. All mobilization costs are subsidiary to applicable bid items and included in unit prices, with no separate mobilization bid item provided.

III. CONTRACTOR’S/BIDDER QUESTIONS & COMMENTS

1- Clarify the purposes of Unclassified Excavation in Units 1 and 2.

The Unclassified Excavation items are intended for the following purposes:

Unit 1: The quantity has been revised from “By Plan” to “By Survey.” This item will compensate the Contractor for excavation beneath the existing concrete pavement to achieve the depth required for installation of the proposed 7-inch concrete pavement.

Unit 2: The quantity will remain “By Plan.” This item covers excavation within the slope stabilization area, including removal of existing soil and placement of flexible base and topsoil, as shown in the plans.

2- How will the contractor be paid for excavation required to install flex base?

For concrete pavement areas, all excavation, removal, and hauling required to achieve the necessary depth for installation of flexible base beneath the proposed concrete pavement shall be considered subsidiary to the Flexible Base bid item. No separate payment will be made for this work under the Unit 1 Unclassified Excavation item. Refer to modified Section 32 11 23.

3- Is machine paving allowed for this project?

Yes. Machine paving is permitted. The Contractor may use machine paving at its discretion, provided that all work complies with the requirements of the Contract Documents.

4- Is there a crack seal repair detail?

Yes. A crack seal repair detail has been included. Please refer to plan sheet 19A.

5- Is there a detail for placing a new concrete panel adjacent to an existing concrete panel?

Yes. A construction joint detail between existing and new pavement (D512) has been included. Please refer to revised plan sheet 19.

6- How shall the contractor address the driveway curb cuts at concrete panel replacement locations in front of existing driveways?

The Contractor shall cut, shape, or otherwise modify the curb as necessary to provide a smooth transition and maintain proper alignment with the existing driveway. This work shall be completed before reopening the roadway to traffic, and existing driveway access shall be maintained throughout construction.

All curb cuts and associated work required to provide the transition shall be considered subsidiary to the Concrete Paving bid item. Please refer to modified specification 32 13 13 and new plan sheet 19A.

7- Is the contractor required to obtain permits from Parks Department?

No. A separate Parks Department permit is not required for this work. The City has obtained the necessary easements for the area included within the slope stabilization project limits.

Addendum No 1

8- Will Flex Base be required for all 7” Concrete Pavement?

No. Flexible base shall be installed only as directed, based on existing field conditions. It is not required beneath every concrete panel replacement.

9- Provide the as-builts for the existing condition as called out on plan sheet 5. City of Fort Worth Project No. 02291, X-22648, W-2318 Plan Sheet 5 has been revised to remove the reference to these as-built plans. The referenced plans are not required for this project and will not be provided.

10- Provide specifications for the mosaic tile street name.

The specification for the mosaic tile street name has been added to the Special Specifications.

11- Will a bid item be added for mobilization?

No. A separate bid item will not be provided for mobilization. All mobilization costs shall be considered subsidiary to the applicable bid items and included in the contractor’s unit prices.

12- Clarify the type of crack seal repair required for bid item #28?

The crack seal repair for this project shall be performed using the route‑and‑seal method with a silicone joint sealant selected from the City’s approved products list. The proposal form has been updated to specify “Concrete Pavement Crack Repair (Route & Seal)” as Bid Item No. 28. In addition, the applicable route‑and‑seal detail has been added to Sheet 19A of the plan set.

This Addendum No. 1 forms part of the Specifications and Contract Documents for the above-referenced project and modifies the original Project Manual and Contract Documents of the same.
