Project Description
Delta College is seeking Construction Manager as Constructor (CMc) services in connection with a project titled K Wing Addition & Renovations on main campus, which is located in University
Center, Michigan.
The project currently has an approved total development budget of $5,701,700. The complete project includes proposed renovation and expansion to the K wing on our University Center campus. The project will consist of complete renovations of all existing spaces located within the
K wing including, but not limited to, interior finishes and architectural components, mechanical and plumbing systems, power and lighting systems, technology infrastructure and audio visual systems. Also included within the project will be a 4,675 square foot building addition and associated site work. The addition will include three computer labs and a student gathering space.
The project is projected to receive state funding in the amount of $2,423,200. It is estimated that approximately $4,337,627.33 will be available for direct construction/renovation with the remaining $1,364,072.67 to be spent on asbestos abatement, telecommunications, furniture, equipment, fees, etc.
Delta College’s Information Technology and Computer Science renovation (K-wing) received planning authorization as part of a fiscal year 2024 supplemental appropriations bill, Public Act
321 of 2023. The state capital outplay process requires two specific legislative approvals – a planning authorization, and a construction authorization. While the project has been authorized for planning, there is no guarantee that it will be subsequently authorized for construction and as such, any contract would be subject to termination.
It is anticipated that construction contracts will need to be awarded in October 2024 with onsite construction beginning in late February 2025 after asbestos abatement, and be completed by
August 2025 to allow for final approvals and occupancy prior to the start of Fall Semester.
The A/E Team led by WTA Architects includes MacMillan Associates Inc. They will be completing construction Documents in February 2024.
• It is anticipated that the CMc will be recommended for board approval at the February 13th, 20124 board meeting.

The College has elected to deliver the project utilizing a modified construction manager as constructor method. The successful CMc firm will prepare a final project budget from the completed construction documents, and assist the Owner in obtaining bids for construction of the project. All trade work shall be bid to the College. The basis of payment for construction shall be determined with the use of all of the successful trade bids plus the Construction Manager as

The CMc firm will be allowed to bid on trade work they normally provide in the course of their business.
Due to the scheduled completion of construction documents coinciding with the hiring of the
CMc’s firm, the Pre-Construction services will be abbreviated, beginning at this point, and include a final construction budget estimate and full Bidding and Construction Phase Services.

Document A133, 2009 Edition, Standard Form of Agreement between Owner &
Construction Manager as Constructor.

A133 and A201 shall be used for development of a contract with the CMc.
The CMc technical and cost proposals are due back by 2:00 pm on January 16th, 2024. It is the intent of Delta College to review the proposals immediately, and follow up with interviews (if required) the week of 1/22/2024.
