About this file

Pricing Template for UPD Benefits Consultant/Broker Services

This pricing template is associated with the Unified Police Department (UPD) in Utah's request for competitive sealed proposals for benefits consulting and brokerage services. UPD, a large police agency with over 300 full-time employees and more than 250 part-time employees, is seeking qualified consulting firms or brokers to assist on an ongoing basis for a three-year initial period with two optional one-year renewal periods. The consultant/broker will be responsible for designing, maintaining, and modifying employee insurance plans and benefit programs including health, dental, life, accidental death and dismemberment (AD&D) insurance, long-term disability, health savings accounts, and flexible spending accounts. Services also include statistical analysis, policy analysis, program coordination, administrative support, and assistance with RFP processes and contract negotiations with insurance vendors.

The pricing template requires vendors to select one of three fee structures: a flat retainer/fixed fee model, a per-employee per-month (PEPM) model calculated at $3,600 annually per baseline of 300 employees, or a percentage of annual premium model based on the baseline annual medical premium spend of $1,200,000. All pricing information must be entered exclusively in the pricing template with no financial details permitted in narrative proposal documents to ensure blind evaluation integrity. The template automatically calculates total estimated annual costs using the selected fee type and baseline multiplier, with results feeding into Bonfire's automated relative pricing scoring formula. Proposals with pricing exceeding 200 percent of the lowest proposed price will receive no points. Vendors may only state qualitatively in their technical proposals whether they accept carrier commissions and whether accepted commissions are credited back to the client.

1. Evaluation Baseline Scenario
To ensure an equal, "apples-to-apples" comparison across all proposals, all fee structures will be evaluated against standardized baseline parameters:
Baseline Enrolled Employees: 300
Baseline Annual Medical Premium Spend: $1,200,000
2. Fee Structure & Data Entry Instructions
Vendors must select their primary billing model from the dropdown menu in Column C (Fee Type) and enter their proposed base rate in Column D (Vendor Proposed Price).
Selecting a fee type in Column C automatically sets the correct Baseline Multiplier in Column E:
Flat Retainer / Fixed Fee:
Select "Flat Fee" in Column C (Column E multiplier sets to 1).
In Column D, enter your total fixed annual retainer dollar amount.
Per Employee Per Month (PEPM):
Select "PEPM" in Column C (Column E multiplier sets to 3,600).
In Column D, enter your proposed monthly rate per employee (e.g., enter $5.00 for a $5 PEPM rate). Column F will automatically calculate your annual total (Rate × 300 EEs × 12 Months).
Percentage of Annual Premium:
Select "% of Premium" in Column C (Column E multiplier sets to 1,200,000).
In Column D, enter your proposed percentage as a decimal (e.g., enter 0.035 for 3.5%). Column F will automatically calculate your annual total (Rate × $1,200,000 Premium).
3. Evaluation Formula
The evaluated total in Column F (Total Estimated Annual Cost) is calculated automatically as Column D × Column E. This final annualized dollar total feeds directly into Bonfire's automated relative pricing scoring formula.
4. Blind Evaluation & Commission Transparency Policy
Do not include any pricing, rates, fee figures, or financial details within your written narrative proposal, executive summary, or technical response documents. All cost-related information must reside strictly within this pricing template to preserve blind evaluation integrity.
In your technical proposal, you may only state your policy on carrier commissions qualitatively (e.g., confirming whether your firm accepts carrier commissions/bonuses/overrides, and whether any accepted commissions are credited back to the client as a fee offset). Do not mention specific dollar amounts or percentage rates in that narrative.
*A proposal that contains a price that is more than double (200%) the lowest proposed price will receive no points.
