About this file
This is a Division 01 General Requirements specification document for AC Transit's TEC Modernization project (IFB #2026-1683, Project No. P2204) located at 20234 Mack Street, Hayward, California 94545. The project involves comprehensive renovation and expansion of an existing Training and Education Center to support AC Transit's transition to a zero-emission bus fleet. The scope includes adding 2,514 square feet to the second floor within the existing building footprint, upgrading maintenance bays to be fully compliant for servicing Hydrogen Fuel Cell Electric Buses, and renovating the auditorium, offices, and classrooms. The work will be executed under a single prime contract with two optional additive alternatives to allow operations to continue during construction: the Base Bid covers the North Wing, lobby, Data Communications areas, and Training and Education Manager office; Additive Alternate 1 addresses auditorium and restroom reconfiguration; and Additive Alternate 2 covers the South Wing, hallways, offices, classrooms, cafeteria, storage areas, and exterior improvements including canopy coverage and paving replacement. The contractor must complete the Base Bid work within 400 calendar days from the Notice-to-Proceed, with additional time not to exceed 200 calendar days if additive alternates are awarded, with liquidated damages assessed at $2,500 per calendar day for delays. Work is restricted to normal business hours of 6:00 a.m. to 5:00 p.m., Monday through Friday, with weekend work permitted only with 72 hours' written advance approval from the Designated District Representative. The District will occupy the site and existing building during the entire construction period, requiring the contractor to maintain operations without interfering with day-to-day activities and to provide 72 hours' advance notice of activities affecting District operations.
The contractor must submit a Schedule of Values for DDR approval prior to mobilization, with mobilization costs capped at 5 percent of contract value and contract closeout documentation comprising at least 5 percent of contract value. Monthly applications for payment are due by the 10th of the subsequent month and must include construction photographs, current Record Documents certification, certified payroll records, and Buy America Certifications where applicable. Defective work must be replaced or remedied as directed by the DDR, with payment adjustments made at the DDR's discretion if defective work is allowed to remain. The contractor is responsible for developing and maintaining a detailed Critical Path Method schedule, submitting an Interim Contract Schedule within 10 calendar days of Notice-to-Proceed and a Baseline Contract Schedule within 30 calendar days, followed by monthly Contract Update Schedules due by the 5th of each month. All communications route through the DDR, who will distribute information to appropriate project team members, with email subject lines following the format "P2204 TEC/ZEBU; [Subject, Submittal/RFI/RCO number]." Submittals require 15 days for initial review and must include the contractor's certification of compliance and coordination with related work; frivolous or incomplete RFIs will not be processed, and response costs for unnecessary RFIs may be assessed to the contractor. The project is funded through AC Transit's capital improvements program and involves coordination with the Design Firm (Parsons Corporation, Pasadena, California) and the District's Project Manager, Stephen P. Stanley, with utilities provided by PG&E (electricity and natural gas) and the City of Hayward (water and sewer services).
