EXPERIENCE PROFILE

Russell Zieman has 9 years of professional experience in the construction and engineering fields as the head of a field service department. Since joining Dovetail, he has experience as a safety and security consultant for our projects with the Arizona Department of Transportation, Charlotte Area Transit System, Georgia Department of Transportation, and Sound Transit in Seattle, Washington. Mr. Zieman has years of onsite experience in the construction field working with Construction Managers, Project Managers, Foreman, and site management to help reach production goals as well as in training masons and laborers. Mr. Zieman managed a team of engineers and technicians responsible for the field service and support of a $13.5 million fleet of equipment across the United States and Canada. In addition to construction project analyses, he has done hazard analyses, written manual documentation, and designed a training program for high level robotics-based equipment used on construction sites.

With Dovetail, Mr. Zieman has continued to demonstrate high technical proficiency and gained experience supporting the development and implementation of rail safety and security standards, policies and procedures for Departments of Transportation that serve as designated state safety oversight agencies. He has developed a strong understanding of the transit industry including the federal and state laws, regulations, and guidance, as well as the operations and maintenance to add to his experience of on-site inspection, analysis, and resolution of safety concerns.

Since joining Dovetail, Mr. Zieman has successfully prepared review checklists for multiple transit agency’s first PTASPs under the new federal rule 49 CFR 673. This task has helped build a strong working knowledge of both historical and current federal rail safety rules. He also has conducted or participated in ad hoc meetings with RTA and SSO staff to provide guidance on technical questions related to federal guidelines and requirements, participated in Quarterly Hazard Management Meetings to discuss system operations, maintenance and other related safety and security activities; strategies, processes and procedures that resolve open items with system safety plans, policies and procedures, and participated in Three-Year On-Site Rail Safety and Security audits including interviews of staff at all organizational levels; document reviews of 100’s of rail safety related plans, policies, procedures, and logs; trend analyses on years of transit agency operational data, participated and supported Preliminary Hazard Analysis workshops and a Tabletop Exercise.

During his time with Dovetail, Mr. Zieman has refined his technical proficiency through preparation of technical memorandums, audit reports, Preliminary Hazard Analysis reports, and plan review checklists. He has assisted in the preparation of technical memorandums as necessary to document meetings and provide guidance and clarifications on federal rules and requirements. In audit reports as well as Preliminary Hazard analysis reports, he has performed trend analyses on large sets of transit agency operational data and FTA reportable rail safety events to identify and provide risk assessments for hazards.

Over the past five years, Russ has provided technical leadership to a series of critical ADOT state safety oversight activities including the conduct of the three year audit of Sun Link Streetcar in 2021 and 2024; conduct of the Safety and Security Readiness Review of the Tempe Streetcar project in 2022; the conduct of the Safety and Security Readiness Review of the Northwest Extension Phase II in 2023; the conduct of the three year audit of the Valley Metro’s rail system in 2023; and the Safety and Security Readiness Review of the Valley Metro South Central Extension/Downtown Hub project.
