C. DESCRIPTION/ SPECIFICATIONS/ STATEMENT OF WORK

C.1 Scope of Work

Description of Work:

The Forest Service is seeking the service of a general contractor to rehabilitate the Silver Lake

Boat Launching Facility (BLF) as described in this statement of work, project specifications and project drawings. Silver Lake BLF, which is in June Lake CA, is a popular boating, kayaking, canoeing, and fishing facility. The BLF is also surrounded by various campgrounds and day-use

Facilities.

The rehabilitation work is anticipated to start in early July through November of 2021, and the facility will be closed off to the public during the rehabilitation work. Both the Section 401 and

Section 404 permits for the project have been obtained.

The rehabilitation work shall be accomplished in accordance with plans and specifications prepared for the project. The Contractor shall perform quality control for the work being performed, and compliance with project specifications shall be verified by professionals selected by the Government or Government’s representative.

Work associated with this contract includes, but is not limited, to the following:

1. Boat Launch Ramp: The Contractor shall demolish the existing eroded single lane boat launch ramp and replace it with a new single lane boat launch ramp. The existing boat launch ramp is approximately 20 feet wide by 50 feet long and extends approximately 15 feet into the lake at a maximum depth of approximately 5 feet.

Note: The water level in Silver Lake will not be lowered during the demolition of the existing boat ramp and the installation/construction of the new boat ramp. Silver Lake’s water levels are constant throughout the year, however the lakes water level decreases slightly during the fall.

2. Boarding Float: The Contractor shall relocate the existing boarding float from its current location to the west side of the newly constructed boat launch ramp. The boarding float is approximately 8 feet wide by 60 feet long and is held in place by a ¾ inch stainless steel cable (approximately 250 ft. long) which is connected to an onshore anchor block and two offshore concrete anchor blocks. The stainless-steel cable is connected to the onshore anchor block by an eye bolt, 1”x12”. The offshore concrete anchor blocks are approximately 2000 pounds each (approx. 3.4 feet wide by 3.4 feet long by 2.3 feet high) and are located approximately 250 feet from the shoreline at a depth of approximately 20 feet. The Contractor shall reuse the existing anchoring system, including the offshore concrete anchor blocks.

Note: The boarding float was installed in 2017(summer) and is usually rolled out of the lake at the end of the recreation season in early November to prevent damage from freezing water. Drawing of the existing boarding float are included in the solicitation.

3. Sidewalk, Curb & Gutter: The Contractor shall demolish the existing sidewalk and curbing and replace it with an ADA compliant path of travel.

4. Restrooms: The Contractor shall demolish the existing flush toilet buildings (2) and lift station. The Contractor shall also purchase and install one double stall vault toilet building to replace the demolished flush toilet buildings.

5. Lighting: The Contractor shall install new security lighting at the head of the new boat launch ramp as shown on the project drawings.

6. Water Supply: The Contractor shall install a new yard hydrant near the new vault toilet building.

Note: The water supply for the new yard hydrant shall come from the existing flush toilet building’s water supply.

7. Parking Area Repair: The Contractor shall repair and resurface the parking area pavement surface, including the installation of a storm drainage system to capture runoff from the parking area. The Contractor shall also restripe and mark out parking spaces and traffic flow directions.

8. Signage: The Contractor shall relocate the existing project credits sign to its new location as shown on the project drawings. The contractor shall also install direction/regulatory signage as shown on the project drawings.

9. Clearing & Grubbing: The Contractor shall remove trees, shrubs, boulders, vegetation materials and other objectionable materials within the limits of excavation. Trees marked for removal are shown on the project drawings.

Contractor Responsibility:

1. The Contractor shall provide everything – including, but not limited to, all equipment, supplies, transportation, labor, and supervision – necessary to complete the project, except that for which the contract clearly states is to be furnished by the Government.

2. The Contractor shall complete the work in conformance with the Department of Boating and Waterways’ Layout, Design and Construction Handbook for small Craft Boat

Launching Facilities.

3. The Contractor is responsible for coordination of all material deliveries and work performed until completion and acceptance of the entire work.
