About this file
This is an Exhibit A Statement of Work and Offeror Questions document for RFP 2026000195 issued by the Colorado Department of Corrections on behalf of Buena Vista Correctional Center (BVCC). The solicitation requests comprehensive trash removal services including pickup, transportation, and disposal of waste from a self-sustaining correctional facility with multiple operational areas such as kitchens, dining halls, warehouses, administrative offices, maintenance shops, boiler houses, agricultural operations, vocational industries, and medical infirmary. The awarded offeror must provide all equipment, vehicles, supplies, and labor necessary to complete the services. The contract is structured on a five-year term with potential for temporary service adjustments during the contract period. Offerors are permitted to propose modified service schedules based on their expertise and facility needs, with minimum service frequency of twice weekly pickups or will-calls for multiple facility locations.
Pricing must be submitted on an itemized basis as shown in Exhibit D – Price Proposal, with preference for an all-inclusive monthly service price covering container ownership, pickup frequency, and certified landfill disposal in compliance with federal, state, and local regulations including Colorado's Tire Waste Law and E-Waste law. Offerors must provide evidence of financial standing and relevant experience managing contracts of similar size and scope within the last five years, along with two to four references. All proposed personnel and contract workers are subject to background checks and security clearances, as the facility operates as a secure correctional environment with restricted access areas. The awarded offeror bears all responsibility for equipment costs, maintenance, repairs, cleaning, installation, freight, and training of BVCC staff, with the facility providing necessary concrete pads, electrical power, and fencing.

Any security violations can result in immediate expulsion from the facility, possible State contract cancellation, and potential criminal prosecution.

v. While all security regulations cannot be listed here, following is a partial list of security policies and procedures to consider when submitting a proposal to provide services onsite at the BVCC facility:

All reasonable efforts will be made to release the awarded Offeror’s employee or contract worker and equipment as soon as possible. The awarded Offeror will be required to submit a list of employees or contract worker names, valid driver’s license number and Social Security numbers for those employees or contract workers who will be on the BVCC property. These individuals will be subject to a background check before given clearance to enter the facility.

Notice must be given of the intent to bring any tools into the BVCC facility or grounds as soon as possible in order to facilitate and expedite the tool check in process. i. The BVCC requests itemized pricing as shown on Exhibit D – Price Proposal. It is preferred that the Offeror provide an all-inclusive monthly service price to include the following:
a. The number and size of the Offeror owned containers (except as noted) at BVCC.
b. The frequency of pick-up service requested by BVCC.
c. The disposal and emptying of trash must be carried out in accordance with all relevant laws and regulation, directing waste to a certified landfill center.
ii. The Offeror may also present a price per yard for any adjustments in container size requested for permanent modifications to the service throughout the duration of the contract.
iii. Although the specific dimensions of any waste container, the service frequency, and/or the placement of any waste container may vary at the beginning of the contract or may be altered during the five (5) year period, the overall scope outlined here is considered to be reasonably precise and up-to-date.
iv. There may be instances of specific projects or unique situations that necessitate the temporary placement of a container, along with one of more pickups. The pricing for these temporary services is anticipated to align with the standard per yard increase or decrease rates. However, the Offeror may also suggest an additional one-time fee for the drop-off and return of the container. Requests for these temporary services will likely be processed through a separate credit card transaction instead of an amendment to the State Contract, although the pricing established in the State Contract will take precedence.
