About this file

This is a Certification Letter from the Aging and Long Term Services Department (ALTSD) of New Mexico for the 2028 Capital Outlay Application for New Construction projects. The letter serves as a fiscal agent certification document for senior centers applying for capital outlay funding to support new facility construction or parking lot development. The certification confirms that the fiscal agent acknowledges the capital outlay appropriation is reimbursement-based and commits to administering the project in compliance with applicable procurement, fiscal, reporting, and reimbursement requirements.

The fiscal agent must demonstrate financial capability to pay allowable project costs before reimbursement is received, submit complete reimbursement requests with supporting documentation, and assume full responsibility for the requested amount subject to the grant agreement and available appropriation authority. The letter requires completion of standard fields including senior center facility name, application type, project title, amount requested, fiscal agent information, advance-funding source designation, and authorized representative details including name, title, email, telephone, signature, and date. This certification is a prerequisite component of the capital outlay application process for senior centers seeking state funding for new construction projects in New Mexico.
