About this file
This document is an Attachment 11 - References for a Request for Proposal (RFP) Solicitation No. BPM006379 issued by the Arizona Department of Environmental Quality (ADEQ) for Capacity Development/Technical Assistance to Small Public Drinking Water Systems. The references include three client projects from municipalities and water districts in Arizona: Town of Payson, City of Peoria, and Rockwood Water Public Utility District (PUD), involving water treatment, quality, and infrastructure projects.
The references detail technical engineering services focused on drinking water systems, including PFAS treatment preliminary design, well replacement feasibility studies, groundwater treatment plant planning, and related regulatory compliance activities. The projects showcase expertise in areas such as water quality assessments, permit preparation, system evaluations, capacity development, and preliminary engineering reports. Key personnel mentioned include Dane Whitmer, Lee Odell, and Nathan Nutter, who worked across various project scopes involving water system improvements, regulatory planning, and infrastructure development for public water systems.

Woodland Meadows PFAS Treatment Preliminary Design and Pilot Study The Town of Payson has identified a number of wells within their system contaminated with PFAS chemicals and contracted with Consor to perform a Preliminary Design Report and conduct a pilot study of major treatments. Elements reviewed in the report included preliminary layouts, equipment sizing, cost estimating, and recommendations. Consor has leading experts in groundwater and novel chemicals treatment and facility design. The project gained State and EPA recognition as among the first in the state of Arizona in testing different adsorptive technologies including GAC, Fluorasorb, and ion exchange. Subsequently the State of Arizona’s Department of Environmental Quality and EPA took over testing and will support the Town of Payson through design.
Dane Whitmer and Lee Odell worked on this project in various capacities.

83rd Avenue & Northern Replacement Well The City of Peoria has an existing well that is not being used because of the presence of naegleria bacteria. The City hired the Consor team (including Canfield) to conduct a replacement well feasibility study to retain the existing well’s water rights, move the well out of the Northern Ave ROW (which will be expanded in the future), and eliminate water quality concerns. Consor conducted site visits to determine potential well sites based on land acquisition, wet and dry utility tie-ins, and a location less than 660 feet from the existing well (to be permitted as a replacement well) and also within one mile of the City’s ASR well, which would allow the new well to also be permitted as a recovery well. Conceptual site plans were developed according to City well site requirements. Consor maintained close communication with the City during the project and delivered the project on time and on budget.
Nathan Nutter was Consor’s lead with the project and client.
