Project Begin and End Date
02/2021 to 06/2021
Brief Description of the Project
In Late January and early February 2021, UIUC experienced a significant taste and odor event in the drinking water system. The utility conducted testing for the two most commonly found taste and odor causing compounds in drinking water: Geosmin and 2-Mthylisoborneol (MIB). The results showed geosmin at levels more than 500 ppb —50 times those that can be detected by humans. To solve these concerns, UIUC implemented powdered activated carbon fed at the small sed basin that feeds water into the drinking water plant. In addition, Consor designed a post filter GAC installation for taste and odor removal. The system was a Calgon Model 12 with 20,000 lbs of Filtrasorb media. The installation was designed as an upflow contactor since it was after filtration and solids loading was low. It has continued to work effectively since installation. Design and installation were completed within three months during this emergency.

Stanfield’s supply is impaired by nitrate and arsenic contaminants presenting threats to public health. In response to this critical situation, the company will construct state-of-the-art groundwater treatment systems to lower arsenic and nitrates below the Maximum Contaminant Level. This project is designed to enhance water supply reliability and delivery of safe drinking water to approximately 640 residents.

Consor supported the development of the preliminary design, alternatives analysis budgetary capital and O&M cost estimates, and preparation of the WaterSmart Grant application and submitted to the US Bureau of Reclamation (USBR), which was award as one of only three (3) projects in Arizona, and 42 nation-wide. The USBR Funding award was $9,114,490.

WIFIA Funding Assistance
Project Location (City and State)
Newberg, Oregon, and Portland, Oregon
Estimated Project Cost
$30,000
Project Begin and End Date
2020 to 2024
Brief Description of the Project
The EPA’s Water Infrastructure Finance and Innovation Act loan program, better known as WIFIA, has helped dozens of communities across the country accelerate investment in needed water infrastructure projects by providing long-term, low-cost supplemental financing with favorable repayment terms and flexible requirements.

At Consor, we have successfully supported millions of dollars in WIFIA loan applications at all stages of development including Letter of Interest and loan application development, environmental compliance, engineering documentation, public communication, and project management.

Libby Bakke, a key member of our team, has played a pivotal role in educating utilities about the advantages of the WIFIA program. She has not only crafted effective Letters of Interest and facilitated the loan development process through productive dialogues with WIFIA staff but also designed communication strategies that highlight the significant cost savings for ratepayers that build long-term community support for the projects.

For this project example, after 50 years of operations, the City of Newberg’s existing groundwater treatment plant has limited ability to meet future community needs, current OHA requirements, and necessary seismic resiliency criteria. Consor guided the funding application with WIFIA to provide supplemental funding for the project and completed preliminary design.

Project Name
Oak Lodge Water & Sewer District Consolidation
Project Location (City and State)
Oak Grove, OR
Estimated Project Cost
$100,000
Project Begin and End Date
2016-2018
Brief Description of the Project
Oak Lodge Water District and Oak Lodge Sanitary District were two independent utilities serving 30,000 residents in a suburb of Portland, Oregon. The two districts had parallel missions, their service areas coincided, and their headquarters were just 100 yards apart.

When the two district's elected boards of directors began the process of considering consolidation, they engaged Libby Bakke to help them assess the feasibility of a merger and develop a customer engagement strategy to educate voters. A financial analysis estimated cost savings of $4.25 million and pointed to opportunities for operational efficiencies. Under Oregon law, any merger required approval from voters in both districts before the proposed consolidation could take effect.

Libby conducted a joint public education campaign to enable citizens to hear more about the benefits of consolidation, ask questions, and express their views. The planned merger was well-received, and the measure was approved the districts’ voters with a 73% yes vote.

Salem Oregon
Estimated Project Cost
$18,608 (Consor Fees)
Project Begin and End Date
09/22/2023 to 04/7/2024
Brief Description of the Project
Consor was a partner on the team that supported the development of a Public Works holistic PFAS response plan. The work includes developing a communications strategy to proactively share information and engage policymakers, the community and partner organizations in the City’s response to the emerging PFAS issues. The plan considers the risks and response to PFAS in wastewater, landfill leachate, stormwater, and other community sources. Salem’s Public Works Director and leadership from representing water, wastewater and stormwater are leading the effort to create the plan and begin implementation. The fate and transport of PFAS touches all aspects of the water cycle. Human exposure to PFAS is a public health concern primarily because relatively small amounts (on the order of parts per trillion) have been observed to cause adverse health effects. Consor Services included:

· Facilitating a risk and opportunities workshop

· Developing a communications strategy and messaging

· Creating PFAS talking points

· Supporting City Council briefings and presentations to the City Council

· Drafting and reviewing content for the City’s website
