Item #12-Preparing Environmental Documents
Item #13-Preparing Preliminary Engineering Report (PER)
Item #18-Water Master Planning
Project Name: Coronado Lakes Estates Water System Improvement Project
Project Location: Douglas, Arizona
Estimated Project Cost: $440,000
Project Begin Date: 4th quarter 2024 Project End Date: 4th quarter 2025
Project Description: The Coronado Lakes Estates Homeowner’s Association (CLEHA) is a consecutive water system that receives its drinking water through a single master meter connected to the City of Douglas Public Water System (AZ0402014). The system currently has 7 active connections and serves approximately 14 people.
Coronado Lakes Estates was, at one time, a Master Planned Community near Douglas. However, circumstances resulted in the developer going bankrupt and the property was never fully developed. The extent of the construction was the recording of the Cochise College Park Unit Nine, Coronado Lakes Estates subdivision plat, grading of the main roads and installation of the water mains.
While all 900+ lots in the development have been purchased and are privately owned with waterline frontage, presently only 7 lots are occupied with houses and these houses are spread out across the community. The water distribution system has not been maintained for the last 50 years and is in serious disrepair. In order to serve the active lots, a large portion of the original distribution system needs to remain active and CLEHA, with their extremely limited resources, is responsible to maintain and repair the old water lines.
CLEHA requested assistance from USDA – Rural Development to replace portions of the water distribution system and requested Greg Carlson Engineering to prepare a Preliminary Engineering Report (PER), including an Environmental Report, to be funded through an USDA-RD SEARCH Grant. Greg Carlson Engineering aided CLEHA in obtaining funding for a $125,000 loan+$345,000 Grant+ $30,000 PER Grant.
The system is comprised of approximately 13,422 lineal feet of active 6-inch thin-wall PVC water line, valves, and a single meter connection to the City of Douglas system. The PER indicated that the best alternative for the system was to drill a new well and distribution system for the houses in the north part of the subdivision, and build a new 2” distribution system for the houses located in the south portion of the subdivision, which would connect to the existing meter. These recommendations were incorporated into the Master Water Plan.
Greg Carlson Engineering prepared separate plan sets for the well & well site for the northern lots, and the distribution system for the south lots. Greg Carlson Engineering prepared bid documents, specifications, and contract documents, and performed a public bid for the well site. Bid results were obtained and the project award is pending USDA approval. Although the plans & specifications have been prepared for the distribution system, the project has not been publically bid. Greg Carlson Engineering will provide construction management for the project, once construction is underway.

Item #5-Design of Water System Improvements
Item #18-Water Master Planning
Item #20-Well Evaluations
Project Name: Beaver Creek School
Project Location: Rimrock, Arizona
Estimated Project Cost: $250,000
Project Begin Date: 3rd quarter 2023 Project End Date: 4th quarter 2025
Project Description: Greg Carlson Engineering LLC was awarded a Technical Assistance Grant (TAG) to prepare permitting applications for six (6) in-line arsenic treatment units to be installed throughout the school campus. A water Master Plan was prepared for the existing system and construction plans were prepared for the proposed treatment units along with specification documents, and the project was put out to bid. Unfortunately, no bids were received for the project. Feedback from the prospective venders indicated that the smaller individual units were overly complicated to install. As such, it was determined that installation of a larger centralized treatment unit would be more appropriate for the school.
As part of the project scoping it was determined that separating the school irrigation system from the potable water system would reduce the size and operating costs of the centralized unit. The potable water system would continue to use Well #2 as the water source, and the irrigation system could use one of the other wells on the campus as a water source.
Greg Carlson Engineering was tasked with evaluating the other two wells on the campus to determine their viability for use as a source for the irrigation system. Up until recently the Upper Field Well (Well #1) was used to blend with the Main Well (well #2), but was turned off when the school received complaints from an adjacent property owner, that pumping from Well #1 was lowering the adjacent property owner’s static water level in their well. Additionally we were informed that another well on the school campus (well #4) may provide a water source for irrigation.
Representatives of Greg Carlson Engineering performed field evaluations of the two other wells at the Beaver Creek School. The wells which were evaluated were Well #1 and Well #4. Well #2 was also sampled for water quality tests. A summary of the field report prepared by Wendy Gort was as follows:
The basis for the field testing was to determine:
1. Water quality from each of the wells-Is the water suitable for irrigation and/or potable water use.
2. Water yield-and pumping rate was measured.
3. An evaluation of whether or not the two other wells drawing from the same aquifer as Well #2 was made.
The results of the field testing indicated:
1. All three wells exceed the MCL for arsenic. Well #4 also approached the MCL for Nitrates, but is suitable for irrigation.
2. Well #1 had an average flow of 7 gpm. Well #4 had an average flow of 12 gpm.
3. Well #1 and Well #2 appeared to draw from the same aquifer. Well #4 has significantly different water characteristics, so it appeared to draw from a different aquifer. The residences near Well #4 are connected to the local water system and would not be affected by pumping Well #4 for irrigation water.
It was recommended that Well #4 be equipped and used for the irrigation system. Greg Carlson Engineering is presently scoping providing engineering services to prepare plans and permit the Well #4 improvements to connect it to the irrigation system. Also, Greg Carlson Engineering is presently scoping engineering services to prepare plans and permit a water treatment system for the well #2 water. The treatment facility will be placed near the existing pump house and intercept the storage tank fill line for treatment.

Project Name: Cienega Springs Interconnect
Project Location: Parker Strip, Arizona
Estimated Project Cost: $430,000
Project Begin Date: 4th quarter 2024 Project End Date: 3rd quarter 2025
Project Description: Cienega Springs Water Company (AZ04-15126) is a public water system near the Parker Strip, Arizona, in La
Paz County, Arizona. The Parker Strip is an unincorporated community in the northwest corner of La Paz County along the Colorado
River. The water system presently serves a population of 146 people through 60 service connections from two wells, which pump to a series of storage tanks at the top of the hill, which in turn gravity feed the distribution system. The system water exceeds the MCL for fluoride and, as such, has decided to connect to the Epcor Lakeside system (AZ0415010) along Riverside Drive. Once connected, Cienega Springs Water Company will be de-activated and its customers will become those of Epcor. The connection line is approximately 2,650 lineal feet of 6-inch ductile iron pipe connecting the existing Epcor pumping plant with a new tap into the
Cienega Springs distribution system. The new waterline will be constructed in the Cienega Springs Road right-of-way. Greg Carlson
Engineering has prepared construction plans, a design report, and is in the process of obtaining an ATC from ADEQ for the waterline construction. Greg Carlson Engineering has prepared a Cost Estimate for the construction costs. As part of the design report, a water sampling analysis and corrosion assessment was prepared by Wendy Gort, since the Cienega Springs system has a ground water source and the Epcor system has a surface water source (Colorado River). Results of the analysis indicate that the Epcor water is less corrosive than the Cienega Springs water, and therefore it is unlikely that changing from groundwater to surface water will result in corrosion of the existing Cienega Water Company distribution system and plumbing. However, it was also determined that the Epcor water has more hardness than the Cienega Springs water, so the distribution system and plumbing will be affected by the large increase in water hardness. However, Epcor has experience operating its water system with high hardness levels and will be prepared if issues occur with the Cienega customers after the new line is in service. It was recommended that a community outreach/communication program be conducted with the Cienega customers before the source water change is implemented.
System pressures were also evaluated and it was determined that a Pressure Reducing Valve (PRV) system be installed at the Epcor pumping station.
