About this file
This structural specifications document pertains to the Little Creek Park Maintenance Building project in Jackson Township, York County, Pennsylvania, prepared by C.S. Davidson, Inc. The project encompasses the construction of a maintenance building and is divided into four separate contracts: General Construction, Mechanical Construction, Electrical Construction, and Plumbing Construction. Sealed bids are being received online through the PennBid Program until 10:00 A.M. on Thursday, February 26, 2026, with public opening and reading of bids occurring electronically on the same date. The contract time for project completion is one hundred fifty (150) calendar days. Bidding documents are available at no cost via the PennBid Program at https://pennbid.bonfirehub.com. Jackson Township reserves the right to accept any bid or reject any or all bids, with contract awards to be made at a regularly scheduled township meeting.
The structural specifications establish design and construction requirements in accordance with the 2018 International Building Code and apply to all structural work including concrete masonry, cast-in-place concrete construction, and foundation work. Key design parameters include an allowable soil bearing pressure of 2,500 PSF, roof dead load of 25 PSF with live load of 35 PSF, ground snow load of 30 PSF, basic wind speed of 115 MPH, and seismic design category B. Concrete compressive strengths range from 3,000 to 4,500 PSI depending on application. Each bidder must provide a bid bond or certified check equal to 10 percent of the maximum bid amount payable to Jackson Township and must submit evidence of qualifications to perform the work. This project is subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442, P.L. 987), as amended.
