@ALLONEHEALTH.COM Scope of Work 3.1.1 A. 3.

Regarding 3.1.1 A.3. ? ?Intake assessments performed by masters-level clinicians.? ? Will it be acceptable to the State, if a bidder has options that allow clinicians and non-clinicians to answer calls/take initial intake assessment, but always has a clinician available for those desiring/needing to speak with a clinician?

Section 3.1.1.A.3 is a program minimum requirement.

14 MICHAEL.BUGENHAGEN

@ALLONEHEALTH.COM Scope of Work 3.1.1 A. 5.

Regarding 3.1.1 A.5. ? ?One (1) assessment session (not including phone intake/assessment) and two (2) additional counseling sessions? ? I thought the current program provided one (1) assessment session and three (3) additional counseling sessions, for a total of up to four (4) sessions. Could the state confirm if this is accurate, and that it is not looking to lower the total session level to three (3) or should 3.1.1 A.3 be amended?

The State of Nevada is seeking the most comprehensive program within budgetary constraints. The State of Nevada's current contract provides 4 sessions. The Solicitation's minimum requirement is outlined in Section 3.1 of the Solicitation.

15 MICHAEL.BUGENHAGEN

@ALLONEHEALTH.COM Scope of Work 3.1.1 E.

Regarding 3.1.1 E ? ?Non ? DOT substance abuse evaluation costs will be part of this contract.? ? Can the State provide what the annual number of requests averages for Non ? DOT substance abuse evaluations, or how many it expects to have included in the contract/contracted rate?

"E. Provide mandatory not regulated by the U.S. Department of Transportation (non – DOT) substance abuse evaluations (required by Nevada Revised Statutes 284.4062 for substance abuse violations) to include evaluation, referral, case management and follow up to meet current State statutory and regulatory criteria, see NRS and NAC Regulations Attachment. Non – DOT substance abuse evaluation costs will be part of this contract."

Between July 1, 2021 and June 30, 2022, 5 non-DOT substance abuse evaluations were reported.

16 MICHAEL.BUGENHAGEN

@ALLONEHEALTH.COM Scope of work 3.1.1 F.

Regarding 3.1.1 F ? ?DOT SAP costs will not be part of this contract.? ? Can the State share insight into why DOT SAP costs are not to be part of this contract? Are these to be provided on a fee-for-service basis? How many DOT SAP?s are averaged annually?

The cost of U.S. Department of Transportation regulated substance abuse evaluations are not a program minimum requirement. However, it is a program minimum requirement for the vendor to be able to direct (i.e., provide contact information for qualified providers in an employee's geographic area) employees and agencies to substance abuse professionals. The Division of Human Resource Management declines to explain why DOT SAP costs are not a program minimum requirement. The Division of Human Resource Management is unable to provide the number of DOT SAP cases as the data was not captured.

17 MICHAEL.BUGENHAGEN

@ALLONEHEALTH.COM Scope of Work 3.1.1 H.

Regarding 3.1.1 H. ? ?A screening test to detect the general presence of a controlled substance or any other drug, must be conducted by an independent laboratory? ? This seems out of place in conjunction with the work provided by the EAP; is the State asking that the EAP conduct/coordinate these tests? If yes, how many are anticipated annually, and is the cost to be included within the EAP contract? Also, if this is a requirement of the current bid, is it in place today and is there a particular organization(s) conducting the screening test on behalf of the incumbent EAP provider?

The State of Nevada is not asking for the conducting of alcohol and drug testing under this contract, the State has a separate contract for employee alcohol and drug testing services. Referral for testing can be a component of substance abuse services. The statute is referenced to ensure that a possible referral for testing under this program does not violate Nevada Revised Statutes.

18 MICHAEL.BUGENHAGEN

@ALLONEHEALTH.COM Scope of Work 3.1.1. K.

Regarding 3.1.1 K. ? ?When applicable, provide transition assistance as requested by the Division to facilitate transfer of services to a new vendor to include technical and service support.?

? Can the State provide details regarding the current contract and how this transition is to take place, if the State selects a new vendor? Can the State confirm that if a new EAP vendor is selected that cases authorized, up to the term date of the existing contract, will not need to transition to the new vendor, and that the cases will be allowed a reasonable time period for the sessions to be utilized after the term of the contract (example 90 days)? This allows for the least amount of disruption to an employee/family member.

Our current vendor's response (in part, as part of their response to the solicitation leading to our current contract) when asked how they would provide a smooth transition : It is typically industry standard for the current provider to finish out sessions for all cases defined as self-referred for continuity of care purposes. We will facilitate discussions regarding any clinically complex or unique situations with the current vendor in order to determine the best plan. For all open formal and mandatory cases, it is generally preferred to transition to the new vendor.

19 MICHAEL.BUGENHAGEN

@ALLONEHEALTH.COM Scope of Work 3. 2. 1 F.

Regarding 3.2.1 F. ? ?Additional session models? ? does the State have a preference for what it may like to see? Also, please confirm what the requested session model is for this Bid, and that F. is truly asking for additional pricing options for different counseling session models.

The State of Nevada is seeking the most comprehensive program within budgetary constraints. See 3.1 PROGRAM MINIMUM REQUIREMENTS for the program minimum requirements.

Section 3.2.1.F is asking for respondents to describe their ability to provide additional counseling session models.

20 MICHAEL.BUGENHAGEN

@ALLONEHEALTH.COM Scope of Work 3.3.1 A.

Regarding 3.3.1 A. ? ?Describe how you will provide a smooth transition with minimal impact to service for qualifying employees and dependents utilizing the service at the time of the transition. ?

As indicated in earlier question, can the State share what may or not be its expectations and/or requirements in an existing agreement.

See the response to Question 18.

21 MICHAEL.BUGENHAGEN

@ALLONEHEALTH.COM Scope of Work 3.4.1

Regarding 3.4.1 ? ?The State will provide on-site service locations only for critical incident services.? ? Are things like orientation, training, benefit/health fairs to be included in the EAP, and if so, are they all provided virtually?

The State of Nevada is seeking the most comprehensive program within budgetary constraints. Under the current contract, orientations and trainings have been provided virtually.

22 MICHAEL.BUGENHAGEN

@ALLONEHEALTH.COM Scope of Work 3.4.4 C.

Regarding 3.4.4 C. ? ?Written documentation that the employee can return to duty? ? In the State?s opinion is this the same or different from providing a Fitness for Duty evaluation and confirmation? I ask as Fitness for Duty is typically beyond what is included within EAP, and must be conducted by a Psychiatrist.

Section 3.4.4.C outlines requirements mandated by State of Nevada Administrative Code for a substance abuse mandatory referral to an employee assistance program, see NRS and NAC Regulations attachment.
