About this file
This is a Lobbying Certification Form (BOP-1307) applicable to federal contracts, grants, loans, and cooperative agreements, including those involving Commonwealth Executive Agencies in Pennsylvania. The form requires the undersigned to certify that no federal appropriated funds have been or will be paid to influence officers or employees of federal agencies, members of Congress, or congressional staff in connection with the awarding or modification of federal contracts, grants, loans, or cooperative agreements. The certification applies to the Presort Mail Processing Services contract for Commonwealth Executive Agencies, which covers the processing of First-Class Letter, First-Class Post Card, First-Class Flat, and Standard Presort Mail services for delivery to the United States Postal Service.
The form mandates that if any non-federal funds are used for lobbying activities related to the contract, the submitting party must complete and submit Standard Form-LLL (Disclosure of Lobbying Activities). The certification must be included in all award documents for sub-awards at all tiers, including subcontracts and sub-grants, with all sub-recipients required to certify and disclose accordingly. Failure to file the required certification subjects an individual or entity to civil penalties ranging from $10,000 to $100,000. The certification is submitted as a material representation of fact and is a prerequisite for entering into the transaction as required by Section 1352, Title 31, U.S. Code.
