About this file
This is a Clarification Notice issued by the State University of New York (SUNY) Fredonia for Invitation for Bid (IFB) #051045-05 regarding rehab interior and surge space book moving services for the Daniel A. Reed Library. The project involves relocating books from two connected facilities: the Main Reed Library (containing one large level with a mezzanine) and the Carnahan-Jackson Center for Teaching and Learning (four floors). Sealed bids are due August 24, 2026, at 2:00 p.m. at the University Services Office, Maytum Hall Room 403, Fredonia, New York. A mandatory pre-bid walkthrough is required; bidders must complete the walkthrough no later than August 20, 2026, or demonstrate prior completion within nine weeks of the bid opening date. Bidders needing to schedule the walkthrough should contact Kerrie Wilkes at Kerrie.Wilkes@fredonia.edu by August 20, 2026.
The clarification addresses two key bidder inquiries: payment processing and workforce support. Invoices must be submitted after service completion and will be processed under SUNY's standard Net 30-day payment terms. Contractors are required to enroll in the New York State Office of the State Comptroller's electronic payment program and comply with associated registration and authorization procedures; payment will not be issued for invoices submitted by contractors who do not comply with these electronic payment requirements, except where express written authorization for paper check payment is granted. Additionally, workforce parking will be assigned to a designated parking lot, moving vehicles will have access to loading docks and assigned doors, and Facilities Planning will issue parking passes as needed. The procurement is subject to New York State Finance Law sections 139-j and 139-k.
