The air pulses are produced to match a specific vehicle scheme (FHWA classes 1-13). The resulting data is then downloaded and checked for accuracy. If no issues are present, the counter returns to the field office. If there are issues, the devices are sent to their respective manufacturers for repair, including air switch replacement.
Maintenance: Routine maintenance includes testing and replacing batteries in tube counter or camera units upon their first failure in the field. Miovision units may also require replacement internal cabling if the video signal stops sending to the recording unit. These tasks are easily completed in our field offices.
Tube replacement: Tubes are routinely tested after every survey. Upon survey completion, an air pump or compressor is attached to the open end of the tube. The pressure is set to 30 PSI. if the tube maintains a seal with no air escaping, it is returned to the field for further use. If any holes or fissures are present, the tube is discarded.
Processing (tubes): Tube counters are downloaded from the field and processed using CountCloud or TraxPro. Each software includes similar capabilities in adjusting 'dead time' and tube spacing to produce ground-truth accurate results.
The files are then quality controlled using automated software that searches for up to twenty data issues including zero intervals, periods with unusual class distributions, or sudden spikes or dips in traffic flow. Deliverables are then created to match Ohio DOT specifications, typically using automated scripts.
Processing (video): Video data is processed using QC's DataLens application. This program uses machine vision and artificial intelligence to produce highly accurate, classified turning movement and bike/ped counts. Data is then quality controlled using automated software to search for data abnormalities. All abnormalities are validated and then exported to a PDF report for submittal with the count data.

3) Statement of Abilities and Capacity – 1-page max
Provide information that illustrates firms’ ability to collect at least 500 counts in one calendar year. Include number of trained staff, number of equipped vehicles, any other items to be considered.
Quality Counts currently employs 46 Field Technicians and 15 Operations Managers tasked with completing data collection projects across the US. These staff members are able and willing to travel great distances to complete large-scale data collection efforts with little notice. Six staff members and vehicles are located in or within close proximity to Ohio and will initially be tasked with completing the field work tasks associated with this contract.
QC routinely completes large-scale efforts in states where it does not have a permanent office, including projects for Indiana DOT, Columbus DOT, Cincinnati DOT, and KYTC. QC completes scheduled count programs for a variety of municipal, county, regional, and state DOTs. All programs start with a kickoff meeting to discuss final project scope, schedule, budget, and other relevant information. Our team provides periodic updates at any desired cadence to review project progress and to discuss any problematic collection locations. Progress is tracked in our proprietary online Project Tracker tool with one instance created per county or task order. Our online project management portal, myQC, offers additional task order and site information for Ohio DOT to access, including recordings of video-based surveys. Our team can create database exports to include any information Ohio DOT requires. QC employs experts in programmatic scripting, a full stack developer, a UI/UX designer, and a software quality assurance specialist. These team members are constantly improving project tools and workflows to increase efficiency, transparency, and the usefulness of the data we provide. Any members of this team may be assigned to this contract to develop tools and resources that Ohio DOT would find beneficial. Examples of possible program development includes site prioritization and scheduling tools, QA/QC programs, video management tools, GIS-based data management portals, data analysis programs, and data comparison programs.
QC has invested heavily in new state-of-the-art equipment to collected tube count and video data. We house thousands of data collection devices in our inventory which can easily be transferred to Ohio to complete work orders of any size. Our team owes no debts and has always met payroll and accounts payable obligations. Finally, the nature of our work demands a comprehensive safety program to ensure the lives and wellbeing of our staff members and of the public. Every staff member is required to pass a safety certification exam prior to completing any field work. QC routinely provides new PPE for all Field Technicians. Randomized field audits are routinely performed to ensure that the team is following safety protocols. Dashcams are placed in all vehicles to record field work performance, driving behavior, and vehicle conditions. QC has had no serious or fatal accidents or injuries.
4) Contractor Specific Special Services (optional):
Provide a description of any special services offered per Section 7.6 and show on price sheet as G1, G2, G3, etc.

Typewritten Text DataPoint is QC's traffic count management platform. The system stores volume, speed, classification, bike/ped, and turning movement count data at intersection or midblock stations. Data can be analyzed to produce V/C ratios at intersections based on Highway Capacity Manual planning-level methodologies. The system can also be used to store various files at each station such as site photos, signal timing plans, etc.
mshields Typewritten Text QC offers big data origin-destination and travel-time studies using Streetlight Data. Projects are set up in a map interface using entry and exit "gates" to determine the percentage of vehicles traveling among a set of points.
mshields Typewritten Text QC has Part 107 certified drone pilots capable of using this aerial technology to capture images and video. We offer this service at a flat hourly rate to produce any type of useful video, images, or orthomosaic maps that Ohio DOT may need.
mshields Typewritten Text G4 - For larger survey areas, QC utilized fixed-wing aircraft to collect images. These images may be stitched together to produce orthomosaic maps of survey areas. This service is useful to assess issues such as parking and vehicle queuing.
