About this file

This is a Request for Bid (RFB #28458-KH) issued by the Wisconsin Department of Administration's State Bureau of Procurement for cleaning agents, with responses due June 27, 2025. The procurement is conducted on behalf of approximately 50 state agencies, boards, commissions, and 26 University of Wisconsin campuses, with cooperative purchasing opportunities available to Wisconsin municipalities and other authorized users under Wisconsin Statutes 16.70, 16.73, and 66.0301.

The contract covers a comprehensive range of cleaning agents including hand soap, sanitizers, disinfectants, general purpose cleaners, floor cleaners, carpet cleaners, laundry detergents, and ware washing detergents, along with automatic dispensing systems and related services. The procurement utilizes a four-tier pricing structure based on percentage discounts off manufacturer list prices, with Tier 1 consisting of eight lots (A-H) of frequently purchased products that will be competitively awarded to up to three contractors per lot based on lowest total extended price. The initial contract term is three years with two optional one-year renewals, and an estimated annual spend of $3 million, though no minimum purchase guarantees are provided. Pricing remains firm for the first 12 months, with all products delivered FOB destination freight prepaid. The state offers 5% cost preferences for certified Minority-owned Business Enterprises (MBEs) and Disabled Veteran-owned Businesses (DVBs), and contractors must provide dispensing equipment installation, maintenance, training, and quarterly sales reporting at no additional charge.

COST STRUCTURE AND COST SHEET INSTRUCTIONS

METHOD OF BID

Bidders must complete and submit Attachment A – Cost Sheet. Further instructions for entering cost data are included on Attachment A – Cost Sheet.

Bidders shall not alter the Cost Sheet in any manner unless instructions on the Cost Sheet indicate otherwise. Alternate cost formats will not be accepted and may result in disqualification of the Bid. Costs must be in U.S. dollars to two (2) decimal places unless otherwise indicated. Only numerical values (i.e., 80) will be accepted. Anything other than a numerical value (i.e., N/A) may disqualify your Bid.

Bidder must complete Attachment A – Cost Sheet with all of the requested information. If a required line item is left blank, or a $0.00 is inserted, the Bidder then must agree to provide that item at no cost to the State.

It is the sole responsibility of the Bidder to ensure that all mathematical calculations are correct and Bid costs must take into consideration all inherent costs of providing the Services or products described in the RFB. Estimated costs are not acceptable. In the event of errors in calculation, unit cost will prevail.

FOB DESTINATION, FREIGHT PREPAID AND ALLOWED/INSTALLED

COST SHEET INSTRUCTIONS

Pricing for all Lots and Tiers is based on a percentage discount off the manufacturer’s list price at the time of the Bid. Pricing will remain firm for the first twelve (12) months of the Contract.

Complete Attachment A – Cost Sheet as instructed. Bidders must bid on at least one Lot of Tier 1 but may bid all categories for which they are an authorized dealer/distributor. For Tier 2, Bidders must bid on all manufacturers listed that they wish to offer if they are awarded a contract in Tier 1. For Tiers 3 and 4, Bidders must bid on all other manufacturers’ catalogs or price lists that they wish to offer if they are awarded a contract in Tier 1. Bidders shall not alter the Cost Sheets in any manner other than instructed.

TIER 1

Tier 1 includes 8 Lots (A-H) of specific manufacturer products frequently purchased by the State.

Bidder may submit pricing for any or all of the Tier 1 Lots, but you must complete all required cost cells within a Lot to be considered for an award. Failure to complete all cost cells within a Lot may disqualify your bid for that Lot. The State reserves the right to award to more than one Bidder in each Lot.

For each line item within a Lot on Attachment A – Cost Sheet, tab Tier 1, Bidder must provide the following information, under the corresponding header, for the EXACT product and EXACT UOM listed:

1.Manufacturer List Price per UOM
2.Bidder Discount Off Manufacturer List Price

A formula will calculate both the Sell Price per UOM and the Extended Price (Sell Price multiplied by Quantity of UOM Sold to State of Wisconsin contract users in 2024) and the Total Extended Price for each Lot to determine the low Bidder.

If a product on Tier 1 has been discontinued, listed in error, or is otherwise unavailable to the state, that line item will be removed from the Lot. Calculations and awards will be based on the remaining line items in that Lot.

Bidder must submit the publication number and date of manufacturer’s price list that discount is derived from. Upon award, Contractor must provide the manufacturers’ price lists for all awarded Lots. If multiple price columns are used on manufacturer’s list prices, Bidder must note which price column is to be used for discount.

TIER 2

If a Bidder is awarded any Lot in Tier 1, they may also sell any manufacturer’s product listed by category in Tier 2. Bidders must submit a percentage discount off list pricing for any category and manufacturer they wish to offer if they are awarded a contract in Tier 1. Tier 2 is not awarded by category, and Bidders are not required to provide pricing for all manufacturers in a category.

Bidder must submit the publication number and date of manufacturer’s price lists that discount is derived from. Upon award, Contractor must provide the manufacturers’ price lists for all awarded categories. If multiple price columns are used on manufacturer’s list prices, Bidder must note which price column is to be used for discount.

Tier 2 discounts will not be scored or considered for award but will be listed on the Contractor’s price list. The State reserves the right to negotiate for higher discounts (lower prices) before award and throughout the life of the contract.

TIER 3

If a Bidder is awarded any Lot in Tier 1, they may also sell any additional manufacturers’ products provided by the Bidder in Tier 3. Bidder must submit a percent discount off their company’s catalog or list prices as well as any other manufacturers’ catalogs or price lists they wish to offer if they are awarded a contract in Tier 1. If multiple price columns are used on manufacturer’s list prices, Bidder must note which price column is to be used for discount.

Tier 3 discounts will not be scored or considered for award but will be listed on the Contractor’s price list. The State reserves the right to negotiate for higher discounts (lower prices) before award and throughout the life of the contract.

TIER 4

If a Bidder is awarded any Lot in Tier 1, they may also sell any additional manufacturers’ products provided by the Bidder in Tier 4. Bidder must submit a percent discount off any dedicated Green Certified (Green Seal, Ecologo and/or EPA DfE certified) manufacturers’ catalogs or price lists they wish to offer if they are awarded a contract in Tier 1. If multiple price columns are used on manufacturer’s list prices, Bidder must note which price column is to be used for discount.

Tier 4 discounts will not be scored or considered for award but will be listed on the Contractor’s price list. The State reserves the right to negotiate for higher discounts (lower prices) before award and throughout the life of the contract.

REQUESTING PRICE ADJUSTMENTS

Pricing shall remain fixed for the first twelve (12) months of the Contract. Price increases may be requested after the initial twelve (12)-month period, and no less than twelve (12) months after any prior effective date of a price increase. Documentation shall include copies of the supplier’s notification to the Contractor of the increase including the effective date. Increases shall not affect any orders written prior to the effective date of the increase. The Contract Manager shall submit price adjustment requests to the State Bureau of Procurement for consideration.

•Submit in writing to the Contract Manager thirty (30) days prior to vendor-requested date of proposed increase: a signed notification letter on company letterhead, detailing the effective date of the increase, the amount of the increase, details on the specific product line(s) impacted; written justification for the increase and any additional information necessary to understand and fully implement the price change.
•Limit any price increase to direct cost increases to the Contractor which are demonstrated to be industrywide. Full documentation, in the form of manufacturer’s official notice of such increases, shall be submitted with the request for price increase submittal along with manufacturer’s published price lists.
•In rare circumstances in which a manufacturer’s official notice can’t be obtained by Contractor, the Contract Manager may consider substitute documentation that enables the State to understand your request and make an informed decision regarding the increase. Such documentation must include verifiable data. The state reserves the right to reject and/or negotiate price increase requests if the information provided does not adequately support the increase.
