About this file

This is a Request for Information (RFI) issued by the State of Washington Department of Enterprise Services regarding the development of specifications for a statewide Nutritionals & Supplements contract. The RFI solicits input from the business community to inform the creation of a new statewide contract for nutritional and dietary food products, including powdered and liquid formulas, vitamins, minerals, and dietary management products designed for newborns, elderly individuals, and patients with medical conditions requiring nutritional supplementation or enteral feeding. The contract will be available to State Agencies and qualifying organizations such as Cities and Counties that have executed a Contracts Usage Agreement (CUA). Primary purchasers are expected to be Washington hospitals and prison facilities. Responses to the RFI must be submitted electronically to Davis Abbott, RFI Coordinator, no later than the close of business on September 18, 2026. Potential respondents may also request a meeting with the RFI Coordinator to discuss the solicitation directly.

The estimated annual sales volume for this contract is approximately $2,000,000 to $3,000,000. The RFI specifically requests feedback on the format and terms of the solicitation, contract terms, and scoring/evaluation methods, as well as identification of any areas of confusion or challenges in meeting proposed performance requirements. Participation in this RFI is voluntary and does not obligate the State of Washington to award a contract. All submitted documents are considered public records subject to disclosure under Washington's Public Records Act (RCW 42.56), and the state discourages submission of sensitive or proprietary information. Results from this RFI will inform the development of any future competitive solicitation.
