About this file
This is a Request for Proposal document issued by the Office of Management and Enterprise Services (OMES) Central Purchasing division on behalf of the Oklahoma Department of Consumer Credit for the procurement of Credit Counseling Services. The solicitation seeks qualified suppliers to provide consumer credit counseling services, with the resulting contract potentially designated for statewide use. The initial contract term is one year with five one-year renewal options available. Bidders must demonstrate ability to provide credit counseling services, familiarity with loan products similar to the Oklahoma Small Lender program, capacity to manage multiple clients simultaneously, and a reporting plan. The solicitation does not specify response dates, due dates, site visits, or bidders' conferences in the attachment provided.
Pricing proposals must be submitted as either a total firm fixed cost inclusive of all fees and relevant expenses, or as a detailed hourly breakdown by staffing role with associated labor hours and rates. Mandatory requirements include that bidders must be located and conducting business in Oklahoma and must operate as nonprofit organizations. Evaluation will utilize a best-value criterion considering mandatory requirements, specification compliance, price, and past performance. Business references and third-party vendor information are required components of the bid response, with detailed technical responses and pricing submitted through designated exhibits.
