SCOPE OF SERVICES
It is the intent of this document to outline a general description of the Project, the extent of services required, and the relationship of this Project to other work, and the agencies or other parties that will interact with the Consultant. The contents of this document are considered representative of the Project as a whole but are by no means conclusive.
Background
The City of Minneapolis Public Works Department is undertaking a phased migration of the ESRI applications used by its Surface Water and Sewer (SWS) and Water Distribution (WD) groups to ESRI’s Utility Network (UN) architecture. The applications implicated by this change include ArcGIS Enterprise (Portal), ArcGIS Pro, ArcGIS Online, Field Maps, and related ESRI mobile and web applications. This transformation is intended to improve system performance, enhance data integrity, streamline operational and engineering business processes, and enable more modern advanced visualization, analysis, and information sharing across internal and external stakeholders.
This initiative represents not only a technical platform upgrade, but a coordinated business and operational transformation that spans GIS, enterprise asset management, field operations, analytics, and system integrations. As such, the City anticipates temporary disruptions to existing workflows that must be proactively identified, planned for, and mitigated. The effort will also require close coordination across SWS and WD to establish consistent approaches to data governance, schema design, attribute rules, integrations, and system-of-record definitions, while accommodating domain-specific operational requirements.
Lessons learned from prior Utility Network proof-of-concept activities have demonstrated that successful UN implementation depends on clear business objectives, well-defined governance and decision-making structures, documented architecture assumptions, and disciplined execution supported by formal validation and acceptance checkpoints. Accordingly, this Scope of Work emphasizes not only technical delivery, but also structured project management, stakeholder alignment, documentation, training, and quality assurance to ensure predictable outcomes and long-term sustainability.
End-to-End (E2E) Enterprise Architecture Context
Purpose and Architectural Principles
The City’s Utility Network (UN) implementation shall operate within a cohesive end-to-end enterprise architecture that ensures seamless interoperability between GIS, asset management, field operations, hydraulic modeling, and optimization platforms. This architecture establishes clear system-of-record boundaries, integration patterns, and data-exchange mechanisms that support real-time operations, batch analytics, regulatory modeling, and long-term scalability.
Key architectural principles include:
• ArcGIS Utility Network will be the authoritative spatial system of record for network topology and asset connectivity
• Clear separation of operational, analytical, and optimization workloads
• Event-driven, real-time integrations where operationally required
• Batch-oriented, governed data extracts for modeling and optimization platform
Core GIS & Utility Network Layer
• Host ArcGIS Enterprise (Portal), ArcGIS Pro, ArcGIS Online, Field Maps
• Manage Utility Network schemas for Water Distribution, Stormwater, and Sanitary Sewer
• Enforces topology, attribute rules, and network behavior
• Serves as the integration hub for downstream systems
Enterprise Asset Management & Operations Layer
• Maximo currently functions as the system of record for asset lifecycle, work orders, inspections, and maintenance
• Ensure Bi-directional, real-time integration with GIS supports:
ο Asset synchronization ο Work order visualization in GIS ο Field updates flowing back to asset records
Field Data Capture & Construction Layer
• Trimble integrated via ArcGIS Field Maps
• Supports two-way, real-time updates for:
o As-built capture o Field verification o Construction and inspection workflows
Modeling, Analytics, and Optimization Layer
• Enable InfoWater Pro, PCSWMM, Flowlink, Optimatics
• Receive governed, batch-based extracts from Utility Network
• Used for:
o Hydraulic modeling o Stormwater and sanitary analysis o Capital planning and optimization
• No direct write-back to Utility Network unless explicitly approved
External / Downstream Consumer Layer
• Support GraniteNet asset condition assessment
• Receives curated GIS outputs through ArcGIS Online services
• Designed as one-way, batch-based consumption to preserve UN integrity
System-of-Record Alignment
To avoid ambiguity and integration drift, the following system-of-record model shall govern all integrations:
• Spatial geometry, network topology, connectivity, and traceability → ArcGIS Utility Network
• Asset lifecycle, maintenance history, inspections, and work management → Maximo
• Field construction and verification inputs → Captured in GIS via Field Maps / Trimble
• Hydraulic and optimization results → Remain authoritative within modeling platforms unless explicitly promoted through governed workflows
