About this vehicle
The New York State Office of General Services (OGS) has established a centralized backdrop contract for Cybersecurity Legal Services, providing comprehensive legal support for state and local agencies. The vehicle covers a wide range of critical cybersecurity legal services, including review of incident response plans, cyber risk management, intellectual property guidance, and privacy protection. Authorized users can access expert legal counsel on complex matters such as cybersecurity preparedness, incident response investigations, breach notification coordination, and strategic advice on navigating state, federal, and international cybersecurity regulations and policies.
The contract is a five-year master vehicle effective from January 6, 2025, to January 5, 2030, awarded by OGS and available to all state agencies and political subdivisions in New York. Five prime law firms were selected as contractors: Dunlap Bennett & Ludwig PLLC, Harter Secrest & Emery LLP, Mayer Brown LLP, Phillips Lytle LLP, and Venable LLP. The contract type is classified as professional services, with pricing structured through blended hourly rates ranging from $125 to $995 per hour depending on professional service level. The vehicle covers the entire state of New York and has no specific Minority Business Enterprise (MBE), Women Business Enterprise (WBE), or Service-Disabled Veteran-Owned Business (SDVOB) participation goals.
Each individual IDV under the master contract represents a $10 million award to a specific law firm, with consistent performance periods and service scopes. The awards enable law firms to provide extensive legal services including privileged incident response investigations, breach notification support, and engagement with governmental entities like the U.S. Department of Homeland Security. Key services across the IDVs include analyzing incident investigatory findings, providing breach and privacy recommendations, offering guidance on cybersecurity regulations, and advising on third-party vendor contract disputes. Authorized users are encouraged to obtain quotes from all eligible contractors and select the most practical and economical alternative when purchasing services under this contract.
