About this contract
The New York State Office of General Services (OGS) has established a centralized Indefinite Delivery Vehicle (IDV) for Cybersecurity Legal Services, designed to provide comprehensive legal support to authorized users across state agencies and political subdivisions. The IDV encompasses a broad range of cybersecurity-related legal services, including review of incident response plans, cyber risk management, intellectual property protection, and privacy policy development. Key service areas involve assisting organizations with preparedness activities, incident response investigations, breach notifications, and advisory services related to cybersecurity, cyber resiliency, and privacy matters.
The master IDV is a five-year contract effective from January 6, 2025, to January 5, 2030, awarded by the New York State Office of General Services. The contract is structured as a services-based IDV covering the entire state of New York, with no specific minority, women-owned, or service-disabled veteran-owned business participation requirements. While the IDV allows for multiple law firms to provide services, the initial contract type is categorized as a services contract with multiple potential contractors.
Under this IDV, an initial award has been made to Dunlap Bennett & Ludwig PLLC, with a cumulative contract value of $10 million. The award mirrors the master IDV's scope, focusing on providing legal counsel for cybersecurity incidents, engaging with governmental entities like the U.S. Department of Homeland Security, and offering advisory services on state, federal, and international cybersecurity regulations. The contract enables authorized users to access specialized legal expertise for complex cybersecurity-related challenges, including third-party vendor contract disputes and comprehensive incident response support.
