About this contract

Florida Petroleum Contamination Site Response Action Services – Master Agreement GC870

Under this master indefinite delivery vehicle, Imperial Testing and Engineering, Inc. provides comprehensive petroleum contamination site response action services throughout Florida's South Region. The contract encompasses four primary service phases: site assessment activities including characterization, reconnaissance, initial and supplemental assessments; remedial options and design services such as feasibility studies, pilot tests, and remedial action plans; remedial action implementation including free product recovery, soil removal, system installation and operation, and monitoring; and site closure activities including no further action determinations and well abandonment. The extensive rate schedule covers more than 200 pay items spanning office activities, field activities, mobilization, drilling and boring operations, well installation and abandonment, sample collection and laboratory analysis, soil source removal, debris and waste disposal, remediation system integration and startup, pilot testing, and professional engineering and geological services. Services are assigned on an indefinite delivery basis through Task Assignment Notifications, Change Order Forms, or MyFloridaMarketPlace purchase orders with compensation provided on fixed price, cost reimbursement, and pay-for-performance bases as specified in individual work assignments.

This master agreement was executed by the Florida Department of Environmental Protection on February 24, 2014, with an initial five-year term extended through multiple amendments, currently effective through September 30, 2025. Imperial Testing and Engineering, Inc., serves as the sole prime contractor under this Agency Term Contract (GC870), which operates within Florida's Petroleum Restoration Program managing approximately 12,000 open petroleum discharge sites funded through the Inland Protection Trust Fund. The contract type is an indefinite delivery vehicle with no minimum work guaranteed, and the contractor may decline proposed assignments at its discretion. Rate increases are capped at five percent annually after the initial twenty-four month period, with the contractor required to maintain comprehensive general liability insurance of $1,000,000 per occurrence and professional liability insurance of $1,000,000 per claim.
