About this contract
Master Agreement GC824 provides comprehensive petroleum contamination site response action services in Florida's North Region under the state's Petroleum Restoration Program. The contract encompasses four primary service phases: site assessment (including site characterization, reconnaissance, initial assessment, and supplemental assessment activities); remedial options and design (including natural attenuation monitoring plans, pilot testing, and remedial action plans); remedial action implementation (including free product recovery, soil removal, system operation and maintenance, and post-remediation monitoring); and site closure. Services include field activities such as drilling and boring operations, well installation and abandonment, sample collection and laboratory analysis of soil and water, soil source removal and excavation, petroleum storage tank removal and disposal, remedial system design and installation, in-situ injection, pilot testing, equipment mobilization, and professional engineering and geology consulting. Compensation is structured on a combination basis including fixed price, cost reimbursement, and unit rate methodologies with maximum rates established for labor, equipment rental, laboratory analysis, and specialized drilling services.
TERRA-COM Environmental Consulting, Inc. serves as the prime contractor under this indefinite delivery vehicle administered by the Florida Department of Environmental Protection (DEP). The contract was originally executed on February 27, 2014, with an initial five-year term and authorization for renewal for up to an additional five years contingent upon satisfactory performance. As of the most recent amendment executed in May 2025, the contract extends through September 30, 2025. The contract operates with no guaranteed minimum work volume; the DEP retains sole discretion to issue work assignments through Task Assignment Notification Forms, Change Order Forms, or MyFloridaMarketPlace purchase orders. The contract vehicle is funded through the Inland Protection Trust Fund and supports Florida's efforts to remediate approximately 12,000 open petroleum discharges at roughly 10,000 contaminated sites statewide.
