About this IDV

The United States Mint awarded a single-award Indefinite Delivery Contract valued at $573 million to Priority Fulfillment Services, Inc. (doing business as PFS Web), a subsidiary of Pfsweb Inc., effective September 29, 2023, through September 30, 2033. The contract encompasses a comprehensive enterprise sales and marketing solution designed to support the Mint's numismatic retail program. Under this 10-year vehicle, PFS Web serves as the exclusive provider delivering an integrated platform that includes e-commerce capabilities, order management systems, fulfillment warehouse operations, customer service and call center support, information technology systems, business intelligence and customer relationship management, program management and oversight, digital advertising and paid media services, freight logistics, and United States Postal Service trust account management. All work is performed without set-aside designation on an open market basis and is conducted primarily at PFS Web's facility in Irving, Texas. The Mint, a civilian bureau of the Department of the Treasury, issued the original solicitation in July 2022 (Solicitation 2031JG22R00025) seeking an end-to-end turnkey retail service with full operational capability required by October 1, 2023.

As of the contract documentation provided, the Mint has issued nine delivery orders under the parent Indefinite Delivery Contract totaling approximately $131.5 million through September 30, 2028, representing the initial phase of the 10-year contract period. These delivery orders, all firm fixed-price with completion dates of September 30, 2028, fund specific functional areas including enterprise sales and marketing solution implementation ($10.5 million), call center operations ($19 million), enterprise sales and marketing fulfillment efforts ($13.1 million), program management ($28 million), information technology systems and SOC-1 reporting ($22.3 million), digital agency services and paid advertising ($16.6 million), United States Postal Service trust account management ($17.6 million), and freight logistics support ($4.8 million). The contract structure allows the Mint to efficiently procure integrated e-commerce fulfillment and logistics services on an as-needed basis while maintaining operational continuity and strategic oversight of the agency's direct-to-consumer and business-to-business sales channels for collectible coins and numismatic products.
