THE PRODUCE SAFETY RULE (PSR) AND FSMA HAVE DRIVEN FUNDAMENTAL CHANGES IN THE MARKETPLACE. MARKET ACCESS IS CONTINGENT ON PRODUCERS BEING AWARE OF THE CHANGING REGULATORY ENVIRONMENT, AND HAVING TRAINING RELATED TO FOOD SAFETY RISKS, BEST PRACTICES, AND KNOWLEDGE ABOUT THE NUTS AND BOLTS OF THE PSR. HOWEVER, SMALL FARMS CONSISTENTLY STRUGGLE WITH TRANSLATING THE REGULATIONS INTO ACTIONABLE CHANGES ON THEIR FARMS, AND THEREFORE ARE LIMITED IN THE MARKETS THEY CAN REACH. LOCAL FOOD HUB, VIRGINIA TECH AND VIRGINIA COOPERATIVE EXTENSION WILL WORK WITH LOCAL FOOD GROWERS THROUGHOUT VIRGINIA TO STRENGTHEN THEIR FOOTHOLD IN THE WHOLESALE MARKET BY ACHIEVING FSMA COMPLIANCE AND MEETING MARKET DEMANDS FOR TRANSPARENCY AND SAFETY. GROWER PRACTICES AND BUYER REQUIREMENTS WILL BE SYSTEMATICALLY TRACKED TO ENSURE THAT LFGS ARE UPHOLDING HIGH FOOD SAFETY STANDARDS AND MAINTAINING TRANSPARENCY EVEN AS THEY SCALE UP TO WHOLESALE.THE PARTNERS WILL HOLD FOCUS GROUPS WITH INSTITUTIONAL BUYERS AND SURVEY LOCAL FOOD GROWERS ON NEEDS AND CHALLENGES. FROM THAT WORK, THEY WILL CREATE AND PILOT A PROGRAM THAT INCLUDES A 6-PART WORKSHOP MODULES FOR 20+ FARMS, ON-FARM SUPPORT SERVICES, AND ONLINE RECORD-KEEPING RESOURCES FOR 6 FARMS. ALL INFORMATION AND RESOURCES WILL BE CONSOLIDATED INTO A TOOLKIT, TO BE DISSEMINATED TO STAKEHOLDERS THROUGHOUT THE FOOD SYSTEM, INCLUDING THE WALLACE CENTER, THE SOUTHERN CENTER, VCE (INCLUDING VIRGINIA TECH AND VIRGINIA STATE UNIVERSITY REPRESENTATIVES) AND LOCAL FOOD GROWERS THROUGHOUT VIRGINIA. ULTIMATELY, THIS PROJECT WILL RESULT IN LOCAL FOOD GROWERS THROUGHOUT VIRGINIA UNDERSTANDING AND MEETING BOTH FEDERAL AND MARKET REGULATIONS, LEADING TO INCREASED INSTITUTIONAL SALES FROM LOCAL FOOD HUB PARTNER FARMS BY A MINIMUM OF 10%.
