About this program

The US Agency for International Development (USAID) administers the Institutional Capacity Building program (CFDA 98.005) to strengthen the capacity of Food for Peace Title II Partners to plan and implement food security programs that reduce vulnerability of food-insecure populations, including in emergency situations. The most recent grant award was made on June 22, 2022.

Program activity has slowed considerably in recent years. Fifteen total awards span from 1997 to 2022, with a cadence that peaked at three awards per year in 2012 and 2013 but declined to one award per year in 2021 and 2022. No grant opportunities have been posted since August 2018; the two most recent solicitations (RFA-FFP-17-000005, due August 9, 2017, and 72DFFP18RFA00001, due May 7, 2018) have both closed.

Recent funded activities diverge sharply from the program's food-security mandate. The most recent award was a $6.3 million Project Grant (June 2022) to "What Works to Prevent Violence: Impact at Scale." The next most recent, a $17.6 million Cooperative Agreement (July 2021), funded the USAID Open Spaces Project in Zambia, which strengthens democratic foundations, freedom of speech, independent media, and protection for activists and human rights defenders. Earlier awards have similarly funded governance, elections, and anti-corruption activities rather than food security interventions. This represents a significant departure from the program's stated purpose.

The funding portfolio is split evenly between Project Grants (eight awards, 53 percent) and Cooperative Agreements (seven awards, 47 percent). Combined federal dollars obligated total $149.8 million, dominated by USAID's central office with 11 awards and $122.5 million obligated. USAID Zambia and USAID Bureau for Economic Growth Education and Environment each account for one large award ($17.6 million and $6.3 million respectively); USAID Liberia contributed one $3.4 million award.

Award magnitudes range widely, from $25 thousand to $120 million (a 2007 Israel cash transfer). Excluding that outlier, recent awards cluster in the $127 thousand to $6.3 million range. The program appears inactive or in dormancy with no recent solicitations, making pursuit unlikely without a new NOFO.
