About this program
The Federal Emergency Management Agency (FEMA) funds intercity passenger rail security infrastructure projects under the Intercity Passenger Rail Program (CFDA 97.157) through direct Cooperative Agreements, with the most recent Fiscal Year 2026 opportunity posted on June 24, 2026 and closed on July 24, 2026.
The program funds projects that protect critical surface transportation infrastructure and the traveling public from acts of terrorism and increase the resilience of intercity rail infrastructure. Eligible activities focus on security measures (as distinct from safety, crime, or general operations) that measurably reduce risk and address vulnerabilities identified in a Threat & Vulnerability Assessment conducted by the applicant. FEMA evaluates proposed projects based on their security focus, linkage to documented vulnerabilities, and ability to improve the agency's current security posture.
The National Passenger Railroad Corporation (Amtrak) is the sole eligible applicant for this program. Awards are direct grants issued by FEMA following review and recommendation by the Transportation Security Administration (TSA) and Department of Transportation (DOT) in their capacity as subject matter experts; final approval authority rests with the Secretary of Homeland Security. FEMA's financial review applies allowability, allocability, and reasonableness standards to all proposed budgets and verifies compliance with 2 C.F.R. Part 200.
The application period ranges between 30 and 80 days, set annually in the Notice of Funding Opportunity. The standard period of performance is 36 months, though extensions to the initial project completion date are permitted when recipients submit formal requests with specific justification, current status, budget outlines for remaining funds, and detailed completion plans to their FEMA Preparedness Officer or Program Manager.
The FY 2025 Intercity Passenger Rail Program opportunity closed on August 15, 2025, and the FY 2026 opportunity closed on July 24, 2026, indicating an established annual solicitation rhythm. Recipients expending one million dollars or more in federal awards during their fiscal year must undergo audit under 2 C.F.R. Part 200. Grant recipients must maintain records for at least three years from submission of the final Federal Financial Report.
