About this opportunity

The Federal Emergency Management Agency is soliciting applications for the Fiscal Year 2026 Intercity Passenger Rail Program, a $9.5 million cooperative agreement funding one award to the National Railroad Passenger Corporation (Amtrak), with applications due July 24, 2026. Amtrak is the sole eligible applicant.

The program funds projects to protect critical surface transportation infrastructure and traveling public from acts of terrorism aligned with five national priority areas: enhancing protection of soft targets and crowded places; supporting Homeland Security Task Forces and fusion centers; enhancing cybersecurity resiliency; enhancing election security; and supporting border crisis response and enforcement. Allowable project types include planning, operational activities (including Operational Packages for explosives detection canine teams, anti-terrorism teams, and mobile screening teams), equipment and capital projects, training and awareness campaigns, and exercises.

The period of performance runs from September 1, 2026 through August 31, 2029 as a single three-year budget period. Award selection is anticipated by September 30, 2026, with award issuance no later than September 30, 2026.

There is no cost share requirement. Recipients may use up to 5 percent of the award for management and administration costs. Indirect costs are allowed with submission of current negotiated indirect cost rate agreements.

Applications are submitted through the FEMA Grants Outcomes (FEMA GO) system and must include Investment Justifications addressing each proposed project, detailed budgets, and supporting documentation. Applicants must demonstrate cost-effectiveness and establish direct linkage between proposed activities and measurable security improvements aligned with National Preparedness Goal core capabilities. Post-award requirements include quarterly financial reporting, semi-annual performance reporting, and compliance with DHS Standard Terms and Conditions, federal procurement standards, environmental planning and historic preservation review, and various federal compliance obligations.

The program is authorized under Section 1513 of the Implementing Recommendations of the 9/11 Commission Act of 2007 and appropriated under the Homeland Security and Further Additional Continuing Appropriations Act 2026. CFDA Number is 97.157.
