About this program

The Department of Homeland Security Science and Technology Directorate funds the Interoperable Communications and Training Project (CFDA 97.124), a program designed to develop pilot training for first responders and emergency management professionals in public safety project management, emergency communications and interoperability, and broadband technology use, with the most recent grant award issued on August 22, 2013—over thirteen years ago.

This program has distributed only two Project Grants totaling $730 thousand in federal dollars obligated since its inception, with one award in 2010 and one in 2013. Grant activity has been dormant for more than a decade; no new opportunities have been posted recently, and no new awards have been disbursed since mid-2013. The program's stated scope includes developing statewide and regional situational awareness capabilities for critical infrastructure and key resources monitoring, with dashboards intended to support federal, state, and local decision makers.

Both awards were Project Grants funded solely by the Department of Homeland Security Science and Technology Directorate. Recent awards included the Critical Infrastructure Security and Resilience Project (CSRP), which obligated $750 thousand with an ultimate completion date of May 21, 2016, and an earlier National Institute for Emergency Communications initiative obligated at negative $20 thousand (a deobligation adjustment).

The program does not appear to be actively soliciting new applications. Given the thirteen-year gap since the last award and the absence of recent grant opportunities in the source material, pursuit of this program is not recommended without first confirming with DHS S&T whether the program remains active or has been superseded by successor initiatives.

Objective and description

Objective

The Interoperable Communications and Training (ICAT) Project will create a pilot training program tailored to the first responder and emergency management community in the primary areas of public safety project management, emergency communications and interoperability, and broadband technology use. Rapidly develop and deploy a statewide and regional situational awareness capability that will provide federal, state and local decision makers and emergency management officials with near real time information on the status of the Critical Infrastructure and Key Resources (CI/KR). This effort will result in the identification of key indicators of resiliency that will support the future implementation of a statewide dashboard.).
