About this program
The Department of Health and Human Services Immediate Office of the Secretary funds state health privacy law harmonization initiatives under CFDA 93.830, with the most recent grant award issued September 16, 2015.
This program supports a single, non-competitive award to convene and coordinate a federal-state partnership aimed at harmonizing state health privacy law to support nationwide interoperable health information exchange. The funded work creates venues for high-level state health policy makers to engage with privacy and security experts, identify state-level barriers to interoperability, and share experiences regarding federal and state impediments to interstate health information exchange. The program does not duplicate existing support supplied to the CMS Innovation Center State Innovation Model program but focuses specifically on how disparate state privacy laws obstruct interoperable data exchange.
The program is restricted to the National Governors Association as the sole eligible applicant, deemed uniquely qualified by virtue of its established relationships with state health policy leaders, prior collaborations supporting state legislative and gubernatorial initiatives, and direct experience navigating the health privacy rules environment. All other organizations are ineligible.
One Project Grant of $406 thousand was obligated in September 2015 to the National Governors Association under Solicitation NAP-AX-15-004. The award period ran through September 15, 2017.
A recent grant opportunity (Solicitation NAP-AX-15-004, due August 24, 2015) solicited a Cooperative Agreement from the designated organization. No subsequent grant opportunities have been posted since 2015. With the most recent award disbursed eleven years ago and no new opportunities visible, this program appears dormant. Pursuit requires confirmation that the program remains active and that future funding cycles are anticipated.
