About this program

The Centers for Disease Control and Prevention (CDC) offers cooperative agreements through CFDA 93.684 to strengthen coordination between state and local public health and emergency management agencies in preparing for all-hazards events, with the most recent posted opportunity (CDC-RFA-TP19-1902) due May 24, 2019.

The program funds integration of public health emergency preparedness into emergency management operations at the state, local, and territorial level. Funded activities include establishing and maintaining workgroups of state and local emergency managers and public health directors to foster collaboration on emergency preparedness, response, and recovery; identifying promising practices that advance public health capability to prevent, protect, mitigate, respond to, and recover from all-hazards incidents; and promoting coordination between the public health and emergency management sectors nationally.

Awards are structured as cooperative agreements with a 12-month initial budget period and period of performance extending up to five years, subject to availability of funds and satisfactory progress. Continuation funding beyond the initial year may be awarded non-competitively if the recipient demonstrates satisfactory progress and continued funding serves the federal government's interest. The source indicates applicant eligibility is restricted to national, non-profit organizations with demonstrated experience as a professional association representing emergency management directors from all 50 states, U.S. territories, and the District of Columbia, suggesting a narrow applicant pool.

The National Emergency Management Association (NEMA) was identified in the most recent opportunity posting as the target recipient organization. The source provides no recent grant awards portfolio data, award dollar magnitudes, or current open solicitations beyond the 2019 opportunity noted. No grant awards or funding activity information dated after 2019 appears in the source material, making current program activity status unclear. Organizations considering pursuit should verify current funding status and open solicitations through Grants.gov and confirm whether CDC continues issuing NOFOs under this listing.
